Research On The Assessment Of Business Market Environment In Heilongjiang Province

The 16 th meeting of the Central Leading Group on Finance and Economics proposed to improve the investment and market environment and create a stable,fair,transparent and predictable business environment.As the main part of the business environment,the business market environment has a profound impact on the development of the region.The quality of business market environment in a region will affect the management of regional enterprises and the external attraction of the region,and ultimately has an important impact on the economic and social development of the whole region.There is still a big gap in the business market environment between regions due to the unbalanced development of our country,understanding the position of regional business market environment in whole country is good at grasping the reality of regional business market environment,it is also good at providing targets and direction for further improvement of the business market environment,stimulation of regional market vitality and promotion of regional economic growth.The paper evaluates the business market environment from the perspective of factors,the essence of market operation is the circulation and transformation of various factors and the operation of enterprises can’t be separated from the factors in the market,the development of factors reflects the situation of the business market environment,so,the paper constructs a comprehensive evaluation system of the business market environment which includes four aspects: land factor,labor factor,capital factor and science and technology factor.The paper analyses the data of 31 provinces from 2008 to 2017 on the basis of the TOPSIS model based on entropy and draws the conclusion of the present situation of business market environment in Heilongjiang Province: The development of these four factors are not perfect and ranks of them in 31 provinces are low,there are still some problems,such as brain drain,poor quality of assets and low efficiency of transformation of scientific and technological achievements,the roots of these problems lie in the imbalance of the industrial structure of Heilongjiang Province,the lack of supervision of credit information of main body in the market and the unreasonable structure of the science and technology policy.The government should aim at accelerating the optimization of industrial structure,strengthen the supervision of credit information of enterprises and improve the policy of transformation of scientific and technological achievements to improve the business market environment in Heilongjiang Province.
