Investigation Report Of Long-term Care Insurance In Shangrao

In recent years,with the increasing degree of aging in China,our country is showing an aging social state of "getting old before getting rich".The rapid growth of disabled persons in our country results in unmet demand of nursing services,while changes in family structure lead to more and more empty-nest families.In 2016,the Ministry of Human Resources and Social Security issued the Guiding Opinions on Piloting the Long-term Care Insurance System and the General Office of the State Council issued the Opinions on the Development and Implementation of Care Services for the Elderly in 2017.Last year at the Second Session of the Thirteenth National People's Congress in 2019,when Premier Li Keqiang made a government work report,he mentioned that “the pilot of the long-term care insurance system should be expanded so that the elderly can have a happy old age”.All these facts show that the state has promoted the development of old-age care,especially the construction of long-term care insurance system,to a very important position.Shangrao,as one of the first pilot cities in the country,launched a long-term care insurance pilot among urban workers in 2017 and rolled out in July 2019,bringing urban and rural residents in the city into the coverage of the long-term care insurance pilot,hoping to establish a unified long-term care insurance system covering all urban workers and urban and rural residents in the city.Shangrao's long-term care insurance is committed to reducing the transaction and economic burden of long-term care for disabled families due to old age,dementia,disease,disability,etc.,improving people's quality of life,and continuously increasing people's sense of acquisition and well-being in the process of building and sharing development.In the early stage of the study,this paper read a large number of domestic and foreign related documents,and understood the specific situation of implementing longterm care insurance in domestic and foreign regions.In the later stage of the study,it selected Xinzhou District,Shangrao County,Yanshan County,Wuyuan County,Poyang County,Dexing City and other regions to carry out field research.Based on personnel interviews and field visits to Shangrao City's insurance industry association,six commercial insurance companies,local pension institutions and local health insurance bureau,this paper mainly conducts in-depth research on the main content and development characteristics of long-term care insurance in Shangrao City,the undertaking situation of insurance companies and the development situation of pension institutions.It is found that there are some problems in the process of developing longterm care insurance in Shangrao City,such as unsustainable insurance funds,unreasonable disability and grading,insufficient supply of professional care,lack of remote assessment,insufficient publicity efforts,and difficulties in the promotion of medical and nursing combination.Based on the successful experience of overseas longterm care insurance development,and based on the actual situation of domestic longterm care insurance pilot projects and the development status of Shangrao city,this paper puts forward corresponding countermeasures and suggestions to improve and develop the long-term care insurance for urban and rural residents in Shangrao city.This article is divided into five parts: the first part is an introduction,focusing on the background,purpose and significance of the survey,the survey methods used,the content and structure of the survey,the implementation process of the survey,and the innovations and deficiencies in the survey Place.The second part is the current situation and local development characteristics of long-term care insurance in Shangrao City.From the perspective of insurance companies and pension institutions,it introduces the development of long-term care insurance in Shangrao since 2017.The third part is problem analysis,which analyzes some problems existing in Shangrao's long-term care insurance from the perspectives of insurance fund,disability rating,nursing service,remote assessment,publicity work,and combination of medical care and support.The fourth part is the main model and enlightenment of long-term care insurance at home and abroad.It specifically elaborates the experience of Germany,Japan,Qingdao and Shanghai in long-term care insurance,and makes a comparative analysis with Shangrao's long-term care insurance pilot experience.In the fifth part,aiming at the problems existing in the operation of the long-term care insurance system in Shangrao city,six suggestions are put forward to improve the long-term care insurance in Shangrao city,including widening the fund-raising channels of the insurance fund,improving the construction of the disability insurance system,building a professional nursing service team,providing intelligent scientific and technological service support,promoting long-term care insurance through multiple measures and developing a new "combination of medical care and nursing" mode.Among them,the idea of optimizing the long-term care insurance fund scheme,introducing artificial intelligence technology for disability classification and building a new "combination of medical care and nursing" mode is the highlight of the suggestions.The sixth part is the conclusion,in which the article is summarized.In October 2019,the National Health and Health Commission,the Ministry of Civil Affairs and other 12 departments jointly issued "Several Opinions on Further Promoting the Development of Combination of Medical Care and Maintenance",which provided policy suggestions and directions for Shangrao to develop a new "combination of medical care and maintenance" model and a "home+community" model in the future.The long-term care insurance pilot experience in Shangrao city proves that it is very feasible to establish a long-term care insurance system.Therefore,this paper hopes that the targeted suggestions put forward through field research can provide some experience for the comprehensive promotion of the long-term care insurance system in Shangrao city and Jiangxi province in the future.
