At present,all countries in the world are facing the social problems of population aging.The long-term care problems of the aged population caused by diseases and inconvenience of life are one of the social problems that need to be solved urgently in the context of population aging.Developed countries have established and implemented the long-term care insurance system one after another.Since June 27,2016,China has started the pilot work of long-term care insurance in 15 cities throughout the country.By means of literature research,comparative analysis and experience summary,the policies and documents of long-term care insurance in 15 pilot cities were sorted out and analyzed.The experiences and lessons of the development of long-term care insurance in terms of coverage,contribution financing,disability rating,treatment payment,nursing service and service management in the past two years were summarized and summarized,and the current situation was studied.Whether the policy model can meet the needs of people for long-term care insurance at the present stage in China,and whether the basic requirements of "guidance" can be implemented,so as to sum up the experience and lessons learned from the pilot project:The insured population although meeting the "guidance" requirements,but the coverage is small.The insurance fund has a balanced income and expenditure,but the sources of financing are unreasonable and the standards of financing are inconsistent;the evaluation criteria of disability grade are different,subjective and lack of legal norms;and the fairness of payment of treatment is insufficient.Based on the lessons learned,the following six countermeasures and optimization suggestions are put forward:Establishing legal norms to ensure the implementation of the system;expanding and stabilizing the sources of financing;unifying disability assessment criteria and incorporating intelligent scientific and technological means;standardizing the cultivation of nursing market;enhancing the awareness of long-term care insurance;and replacing cash payment with nursing service payment,advocating home care.Figure1;Table7;Reference 47.
