The counterpart support policy with Chinese characteristics to promote the development of specific regions plays an important role in solving the problem of imbalanced and inadequate development,but it is also facing a transition from "blood transfusion" to "hematopoiesis",especially how to improve the self-development of the recipient regions Capability is a concern.Enterprises are the mainstay of innovation.As the main players of counterpart support,participants have a key role in improving the self-development capabilities of the aided areas.Therefore,the counterpart support policy strongly supports enterprises to participate in counterpart support in various forms to provide sustainable development in the aided areas.Motivation and promotion of enterprises' enthusiasm for counterpart support have become important targets for counterpart support work at this stage.Whether an enterprise can have a reverse technology spillover effect in the counterpart support process,obtain effective resources and knowledge in the recipient area,and ultimately improve the enterprise's innovation ability,become the key to whether the company participates in counterpart support,and also continue to promote the counterpart support policy and the enterprise.Innovative development has important guiding significance.This article aims at the enterprise innovation capability of China's counterpart support policy.First,it sorts out the relevant theories and reviews of counterpart support and enterprise innovation capabilities,and analyzes the current status of China's manufacturing enterprises' counterpart support of the Three Gorges Reservoir area.The mechanism of counterpart support affecting the innovation ability of enterprises and put forward research hypotheses.Next,build a regression model based on panel data of listed manufacturing companies that participated in counterpart support in the Three Gorges Reservoir area andestablished subsidiaries from 2014 to 2018.Empirical tests were performed from the two dimensions of counterpart support width and counterpart support depth,revealing that counterpart support is important for Chinese manufacturing.The effect of the innovation ability of the company,and the adjustment of the absorption capacity was tested.At the same time,the sample was tested for differences based on the ownership,location and investment motivation of the company.The results show that the depth of counterpart support positively affects the innovation ability of enterprises,and the width of counterpart support negatively affects the innovation ability of enterprises;moreover,this influence is regulated by absorptive capacity.Enterprises with strong absorptive capacity can better externalize through counterpart support.Knowledge is transformed into its own capabilities,so as to better achieve the improvement of innovation capabilities;meanwhile,different ownership,regions and investments The impact of motivated manufacturing companies 'participation in counterpart support has different effects on their innovation capabilities.Non-state-owned enterprises' participation in counterpart support has a more significant impact on the improvement of their innovation capabilities.The width of counterpart support and the depth of counterpart support by manufacturing companies in the eastern region have positive effects Enterprise innovation capabilities,while the increased depth of counterpart support for manufacturing companies in the central and western regions has not significantly improved their innovation capabilities;the increased depth of counterpart support for technology-seeking and non-technology-seeking manufacturing companies has a significant role in promoting innovation,while the breadth of counterpart support is Suppressed technology Demand type enhance the innovative capability of enterprises.Finally,this article puts forward corresponding policy recommendations from the national and enterprise level on the implementation of counterpart policies and the improvement of corporate innovation capabilities.
