In recent years,influenced by events like “waste oil”,“sudan red”,“Sanlu milk powder” and “dyed steamed buns”,crisis of trust consumers have towards food safety has been upgrading rapidly.Food enterprises have suffered severe damage;image of government has been hurt;public trust in government has been doubted.Government has gradually been conscious of the limits on single power regulation mode and the problems such as “laying emphasis on regulation while ignoring serving”,imbalance of interests and insufficient execution existing in food supervision due to regulatory mode dominated by government.Moreover,given the rapid development of “internet plus” and the rise of internet food ordering and shared restaurants,the original regulatory mode has been unable to adapt to the existing social environment.Under this background,China has paid attention to the defects in China's food safety supervision system.The combined efforts by various powers on governance of food safety have been actively tried,resulting in the emergency of a series of new food safety projects such as “Bright Kitchen”.Government tries to explore new food supervision modes and build the co-governance pattern on food safety.However,such problems as lack of synergy between government and other regulators and policies and regulations lagging behind still exist.The research,based on “Bright Kitchen” Project in Shanghai,tried to analyze the difficulties and obstacles in the process of implementation of “Bright Kitchen” by using methods of literature survey,analytic hierarchy process(AHP),logic tree analysis and questionnaire survey.Moreover,practical suggestions had also been raised based on existing regulation mode of food safety system.Firstly,the background and significance of research,the development trend of regulation mode on food safety,and research idea and method was described.The relevant names,concepts and theories were also introduced.After that,the basic situation and significance of “Bright Kitchen” project was introduced.The present situation of implementation on “Bright Kitchen” was analyzed by using method of literature survey.Based on above,existing problems in “Bright Kitchen” project were explored by using methods of questionnaire survey on citizens,food enterprises and supervisors and logic tree analysis.AHP was used to screen and sort the problems.Finally,the problems were determined to be imperfect of laws and regulations of “Bright Kitchen”(lacking regulation system),imperfect of project designing and insufficient participation on project.Finally,game theory principles were used to analyze the problems.The reasons on poor effects of “Bright Kitchen” project were concluded as follows: lacking top-level design,imperfect of supervision system on food safety and poor implementation of multi-center regulation system of food safety.Based on that,combined with the present situation of supervision of food safety in Shanghai and balancing the needs of various stakeholders,suggestions of perfecting top-level design,optimizing supervision system of food safety and innovating multi-center regulation system of food safety were raised to perfecting “Bright Kitchen” project.The innovation of the research was systematic research towards “Bright Kitchen” project in Shanghai.Logic tree analysis method and AHP method were tried to be applied to research.Quantitative analysis was conducted towards the problems reflected in questionnaire survey.All problems were sorted by importance level.The problems of higher levels were screened out and analyzed,which enhanced the reliability of the research and laid a solid foundation for pertinent and practical suggestions.
