Research On The Homestead System Under Marx’s Land Property Right Theory

Since the 18 th national congress of the communist party of China(CPC),China’s rural economic development has entered a new normal.In 2015,the National People’s Congress selected 15 pilot areas for the reform.In 2017,the pilot areas were expanded to 33 counties.In 2019,the no.1 document of the central committee once again stressed that "we should steadily and prudently promote the reform of the homestead system,expand the scope of the pilot areas,and expand the reform contents...".However,with the arrival of the "deep water period" of the reform,the problems such as unclear ownership of homestead property rights,weakened power and power,improper circulation and insufficient protection of farmers’ rights and interests are gradually exposed,which urgently need to be solved appropriately under the guidance of scientific theories.At the same time,we found that Marx on the capitalist rural land issues after the profound analysis of the establishment of Marx’s theory of land property rights,as a scientific guide for the proletariat to liberate the rural productivity,in more than a hundred years later still shining rational brilliance,can bring some new enlightenment for the current reform.Therefore,the combination of Marx’s theory of land property rights and the rural homestead system reform in China is a double call from theory and reality.This paper adopts the methods of historical analysis,literature research,comparative research and empirical investigation,and takes the theory of land property rights of Marx as the research perspective to analyze the realistic dilemma of the rural homestead system reform in contemporary China,and explore the reasonable countermeasures to break through the reform dilemma and promote the reform process.The paper is divided into five parts: the first part discusses the research purpose and significance of this topic,the current research status of this topic in the academic circle,the research methods of this paper,as well as the innovation points and shortcomings of this paper.In the second part,the author makes an in-depth analysis of the main contents of Marx’s land property right theory,such as the theory of the power of land property right,the theory of the separation of land property right,the theory of capitalist land rent and the theory of the marketization of the allocation of land property right.In the third part,the reform process of rural homestead system since the founding of the People’s Republic of China was combed in detail,and the characteristic pilot reform model was summarized based on the field research data.The fourth part deeply analyzes the predicament of the rural homestead system reform in contemporary China.The fifth part,based on the standpoint and viewpoint of Marx’s land property right theory,puts forward reasonable Suggestions for the rural homestead system reform in China.Second,strengthen the homestead ownership,the right of use and the right of qualification;Third,standardize the homestead transfer market,clarify the legality of homestead transfer,establish a scientific transfer price mechanism,and improve the participation of rural grass-roots organizations;Fourth,we will improve the protection of farmers’ rights and interests in housing,employment and education.
