Discussion On Financing Of Garden Enterprises Under PPP Mode

Entering the 21 st century,China's economy is developing steadily and healthily,the demand for infrastructure construction has greatly increased,but the following environmental problems are increasingly prominent,the pollution of rivers and wetlands is becoming more and more serious,which has a great impact and threat on the physical and mental health of the people.General Secretary Xi Xi's "two mountain theory" of "not only gold mountain and silver mountain,but also green water and green mountains" is deeply rooted in the hearts of the people.The ecological environment protection and high-quality development of the Yellow River Basin have become a national strategy.Soil and water environment management is difficult,high cost and non-profit.Such public welfare projects that must be promoted bring great pressure to real estate finance at all levels.In this case,the PPP operation mode of government +social capital came into being.The strong financial strength and advanced technology and equipment of social capital relieved the pressure of governments,provided more high-quality public basic products and services,and also gave some leading enterprises in environmental protection industry the opportunity to break through the development bottleneck and create greater value.In the practical application of PPP mode,there is no lack of project shutdown,back pay or even company bankruptcy due to the failure of decision-making or financing of social capital parties.How to prevent such incidents from happening again and optimize the application of PPP mode has become an important issue.Based on the study of the relevant theories and application status of PPP mode at home and abroad,this paper studies Orient Landscape,the leading enterprise in the garden environmental protection industry,through case study method and SWOT model.At the first,it studies the background and present situation of its PPP mode;secondly,it makes a detailed and in-depth study on the problems of its PPP mode financing and operation combined with cases;finally,it discusses the path and measures to optimize the use of PPP mode.This paper studies the main financial data,various financial evaluation indexes,PPP business orders and project operation of Orient Landscape in the past five years,combines quantity and nature analysis,makes a vertical comparison before and after the large-scale promotion of PPP business,makes a horizontal comparison between Orient Landscape and other companies in the same industry that carry out PPP business,and analyzes the advantages and disadvantages of the PPPmodel of Orient Landscape.This paper believes that Oriental garden can achieve industrial transformation and accelerate the expansion of the company scale with the help of PPP mode,but blind expansion is likely to lead to a series of problems such as project uncompleted,unpaid salary,debt default and so on.Oriental garden should be aware of the essential characteristics of PPP projects,such as large investment and small profit,and pay close attention to the changes of relevant national development strategies and policies.Through reasonable selection of PPP orders,relying on technical advantages and rich experience in operation and management,Oriental garden should build a full life cycle ecological environment restoration industry chain integrating design,construction,operation and maintenance,and strengthen communication and cooperation with the government and other departments To optimize the financing mode and capital utilization efficiency can effectively alleviate the capital problem of Oriental Garden PPP project,properly solve the practical problems such as uncompleted PPP project and back pay,further stabilize the leading position of the company in the industry,and provide reference for other companies adopting PPP mode in the industry.
