| Since the proposal of the “Belt and Road” initiative,it has achieved fruitful results over the past six years.China has become more and more closely connected with the countries along the route,with frequent trade exchanges.The amount of textile and apparel products of China accounts for a large proportion of total product exports.With the development of trade,a series of inspection and quarantine issues have also emerged.The differences in regulations and standards have made the import and export inspection reports of the two countries not mutually recognized.Some countries have strict legal inspection projects,which results in challenges when product exports.These problems caused by product quality inspection bring huge risks to the export of textile and apparel companies in China.In order to promote the export of textiles and serve the construction of the “Belt and Road”,this paper took the 65 countries along the “Belt and Road” on the list issued by CICCPS as the research object,and summarized a series of data such as the number of textile standards,adoption rate,legal inspection items,technical trade measures of various countries,and recalls.This paper also introduced and summarized the textile standards of 65 countries by region,and analyzed the source of China ’s textile product export risk.At the same time,the analytical methods of AHP and Delphi method are used to construct a textile export risk assessment model.The risks China faces result from the export of textile products to countries along the line were calculated and analyzed from five aspects: degree of internationalization of textile standards,degree of regulation in the textile market,textile inspection items,technical barriers to trade,and the construction of standardized websites.In order to obtain the indicidual and comprehensive export risk results of the countries along the “Belt and Road”,some reasonable assessment indicators were selected and their datas were compared with China’s to quantify the risk.Then,Power Map was used to produce videos for the visual display.Finally,Central Asian countries were taken as empirical analysis object,and the development status of the textile industry and trade in Central Asian countries were analyzed in detail.Python crawler technology and big data analysis methods were used to extract real-time dynamic data related to the textile field from various national official websites.Based on the textile export risk assessment model and combined with the fuzzy comprehensive analysis method,the qualitative data was quantified to analyze the dynamic risk.Eventually,the membership relationship of dynamic risk levels in various countries was obtained.At the same time,in order to improve the comprehension accuracy of legal documents,the YiCAT platform was used to handle RussianChinese language translation.With the technical requirements and method requirements of the mandatory inspection projects in two countries compared carefully,the static risk model could be perfected.Finally,the static and dynamic export risk data were given,and the static and dynamic risk visual display video were made by Power Map.This paper built a textile export risk assessment model for textile and apparel companies to determine the risk of export target regions.Due to the overall differences in the standard system and the impact of the recall rate,exports to Russia,Armenia,Tajikistan,Latvia,Croatia and other 12 countries have higher risk and require special attention.In the empirical analysis,the exports of products to Kazakhstan and Kyrgyzstan have less static risk,but a series of policy measures have increased the dynamic risk in recent years.While the low standard adoption of Uzbekistan and Tajikistan makes the compatibility of China’s relevant standards poor.Uzbekistan ’s cotton spinning industry is relatively strong,and the establishment of textile clusters has a certain impact on China’s product exports.However,in recent years,there have been no corresponding documents or management measures issued at the institutional level in Uzbekistan,while Tajikistan aims to increase people’s employment rate and income,which has little effect on China’s product exports. |
