Research on Cooperative Operation Cost Sharing of Communication Facilities in Residential CommunitiesUrban residential quarters are a large-scale residential group with the characteristics of high population density,high demand for services,and high density of various facilities and equipment.In residential communities,there are always phenomena such as uneven network operators,chaotic communication network facilities,and poor communication network service experience.In order to promote the development of urban construction and change the current status quo,the state has introduced some special regulations,such as: residential communication fiber-to-the-home,equal access by multiple communication service operators,and free choice of users.At the same time,the old communities in various places have also formulated corresponding renovation policies.Competing for the market share of residential communities is inevitable for major telecommunications operators.The policy for the construction of communications facilities in residential communities can only be a shared system.Multi-operator cooperative construction and operation is undoubtedly a practical and effective choice.Cooperative construction and operation inevitably involve the issue of cost sharing.Whether the cost allocation can be carried out scientifically and reasonably has a bearing on the success or failure of multi-operator cooperation in the construction of communications facilities and operation projects.This article aims at the actual situation of the cooperative construction and operation of communication facilities in residential communities in China.Based on the analysis of the main body and main cooperation modes of the construction and operation of communication facilities in residential communities,the focus is on the cost allocation of multi-operator cooperative construction and operation.Read Relevant literature puts forward the principle of cost allocation,analyzes the cost composition,cooperative game allocation mechanism and various influencing factors in depth,compares and selects cost allocation methods,constructs cost allocation models,gives specific cost allocation methods,and verifies them through cases.The specific work is as follows:1.Discuss the main body and main cooperation mode of the construction and operation of communication facilities in residential communities,and analyze the cost components of the cooperative operation projects of communication facilities in residential communities from the two aspects of construction costs formed by investment construction and operation and maintenance costs after delivery.2.On the basis of sorting out the main methods of cost allocation in cooperative games,according to the game behavior of the cooperative operation cost allocation of communication facilities in residential communities,compare and evaluate the fit of each allocation method,and select the more applicable Shapley value method as the cost allocation.Basic method.3.Combined with the actual operation process of the project,analyze and sort out the four aspects of "resource use,risk sharing,cooperation contribution,and personalized service" will have a greater impact on cost allocation,and then construct a modification of the Shapley value method with multiple influencing factors.Cost allocation model.4.The actual application effect of the revised model and apportionment method is verified through cases.Through the above research,the necessary theoretical support is provided for the construction and operation of communication facilities in residential communities,while the application research of related theories and methods is enriched.
