China has made rapid economic development since the reform and opening up,and the industrial structure has gradually transformed from the original industry-oriented to service-oriented.However,there exist some problems behind the high GDP growth rate in development process, such a slow capacity utilization, insufficient innovation ability, resource shortage and environment pollution.Currently, socialism with Chinese characteristics has ushered in a new stage that the economic development has transitioned from rapid growth to high quality, which needs to be driven by developing producer services.Nevertheless, there is still a certain gap between China and developed countries, which the proportion of producer services in services is 60%-70%.As the growth pole of Chinese economic development, the Yangtze River Delta region has appeared a certain agglomeration of producer services with solid economic foundation and supportive policy environment. The research on the agglomeration of producer services in the Yangtze River Delta region and the formulation of relevant policies are conducive to promoting coordinated regional development and making the Yangtze River Delta region to play a leading role in the economic development of other regions,so that to promote the high-quality development of industrial structure.Based on relevant theories and previous research, this paper selects the relevant data of 25 prefecture-level cities in the Yangtze River Delta region from 2003 to 2017.It uses the location quotient and location Gini coefficient to measure producer services agglomeration degree from regional and industry segment level respectively, then make a comparison between cities, industries and times. At the same time,it makes a qualitative analysis of the mechanism and influencing factors about the producer services agglomeration based on theories.Based on this,a panel data model is established to quantitatively analyze different factors how to make different influences about the producer services agglomeration at the regional level. Finally, itdraws relevant conclusions and proposes reasonable countermeasures.Generally, the Yangtze River Delta region is in a leading position in both the economic growth rate and the proportion of GDP,and the rapid development of the services has played a driving role.Producer services is an important part of services. In the Yangtze River Delta region, there are differences in the development status and concentration degree between producer services sub-sectors and cities. At the regional level, central cities such as Shanghai,Nanjing, and Hangzhou have a high agglomeration degree of producer services, and each sub-sector has formed a high level of agglomeration.Among the subdivided industries, the scientific research and technical services have the highest concentration, while the financial industry has the lowest concentration. The agglomeration of productive service industries is affected by many factors. The agglomeration degree of producer services is affected by many factors.Theoretically, the level of transportation infrastructure and informatization affected agglomeration degree by shared mechanisms,knowledge-intensive degree through learning mechanisms, manufacturing agglomeration degree and foreign direct investment through matching mechanisms, and government intervention degree through exogenous mechanisms.By establishing a panel model,it was found that the level of informatization, knowledge intensity, transportation infrastructure and foreign direct investment are positively correlated with the level of producer services agglomeration in the Yangtze River Delta Region. On the contrary, there is inversely associated between the level of producer services agglomeration and the degree of manufacturing agglomeration as well as government intervention. However, manufacturing agglomeration has positive effect in underdeveloped cities.Beyond that, foreign direct investment has a negative impact in developed cities. Therefore,in order to promote producer services agglomeration and achieve coordinated regional development. On the one hand, government should formulate reasonable policies to strengthen linkage between manufacturing industries and producer services, use foreign investment reasonably. On the other hand,it is necessary to increase the level of informatization and knowledge density, expand the size of cities and continuously improve infrastructure construction. Finally, central cities can play a greater role instimulating the development of surrounding areas.
