Research On Implementing Effect And Improvement Of Precision Poverty Alleviation Policy In A Town Of Heze City

Since Comrade Deng Xiaoping put forward the idea of a well-off society in the late 1970 s,China’s assistance to poor areas has never stopped.Through years of "flood irrigation" type of poverty alleviation work development,rural infrastructure construction,economic development level has been greatly improved,but compared with the overall requirements of building a well-off society in China,there is still a long way to go.At the same time,poverty alleviation workers,as well as many scholars have found some problems,such as low efficiency of resource allocation,many policies can not reach the bottom of social poverty.In the report of the Eighteenth National Congress of the Communist Party of China,Comrade Xi Jinping proposed to build a well-off society without leaving behind the poor by 2020.He first proposed precise poverty alleviation during his inspection tour in Western Hunan in November 2013.In order to achieve this goal,in mid-December 2013,the issuance of the "Notice on Innovative Mechanisms to Solidly Promote the Work of Poverty Alleviation and Development in Rural Areas" marked the full implementation of precise poverty alleviation.Since then,the precise poverty alleviation policy has been carried out in the vast rural areas in an all-round way.At present,all localities have implemented policies in accordance with the plan,and have completed the task of fighting poverty.Based on a comprehensive understanding of the implementation data of the precise poverty alleviation policy in A township of Heze City,this paper makes an informal evaluation of the effect of policy implementation.Based on the model of policy implementation system proposed by Van Mitt and Van Horn,this paper analyses Heze City from five aspects: policy objectives and standards,policy resources,the attributes of the implementers,implementation methods and system environment.A Township Precision Poverty Alleviation Policy implementation process,the difficulties encountered were analyzed,and suggestions were put forward to provide practical and reliable basis for improving the implementation effect of Precision Poverty Alleviation Policy.
