With the restructuring of Unicom industry and the issuance of 4G licenses,the era of full-service competition in China's Unicom market has arrived,and broadband will be one of the main battlefields of full-service competition among the three major Unicom operators.Enterprises in Hangzhou area are the main customers of Hangzhou broadband market,so they have great potential for development.However,with the further white-hot competition in the industry,Hangzhou Unicom needs to accurately grasp the opportunities,give full play to its advantages,constantly enhance its comprehensive competitive strength,and occupy a favorable position in the fierce market competition.In order to promote the development of broadband services in Hangzhou area of China Unicom,this paper,based on performance management and other related theories and existing research results,through the analysis of the economic environment of Hangzhou Unicom,and based on the current situation of broadband services performance management in Hangzhou area of China Unicom,identifies the existing problems in the broadband market as a whole.On the basis of designing the performance management system centered on the balanced scorecard,this paper puts forward the safeguard measures to promote the performance development of Hangzhou Unicom.The research content of this paper mainly includes six aspects:The first chapter is an introduction,which explains the research background and significance of this paper,summarizes the research results at home and abroad,explains the main innovation points and research methods of the article.The second chapter is about the related theories and concepts used in the thesis writing.Chapter three is the analysis of broadband business in telecommunication industry at home and abroad,from international to domestic development,and then to the current development of China Unicom.Chapter 4 is an analysis of the current situation of broadband business performance management in Hangzhou area of China Unicom.Firstly,it introduces the establishment and business scope of China Unicom and the basic situation of broadband business in Hangzhou area of China Unicom.Secondly,it analyses the market development environment,and based on the performance management of broadband business in Hangzhou area of China Unicom.The existingproblems are pointed out.Chapter 5 is the design of broadband service performance management system in Hangzhou area of China Unicom.Based on the design principles,design ideas and design objectives,the broadband service performance management system in Hangzhou area of China Unicom is constructed.The effect of broadband service performance management in Hangzhou area of China Unicom is analyzed and evaluated through questionnaire survey.Then,it puts forward the safeguard measures for the realization of the performance management system from three aspects: setting up a working leading group,strengthening the leadership of the implementation of the performance management system,doing a good job in publicizing the performance management system,focusing on communication and cooperation,and strengthening the reconstruction of the performance management system and the construction of the information system.Chapter 6 summarizes and prospects the full text.This paper makes full use of the performance management theory of the modern market,so as to ensure that we can fully understand the development of broadband services,and accurately grasp them,determine the corresponding policies and countermeasures,so as to ensure that the market can achieve sound development,and guide the strategic activities of enterprises.It has positive practical significance for China Unicom Hangzhou to face fierce market competition and achieve sustained and rapid development of user scale and business income.At the same time,this paper analyses the characteristics and relevant strategies of the era of mobile Internet and full service operation,which can also provide some reference for other enterprises to carry out broadband business.
