Comprehensive Evaluation On The Development Of Green Economy In Shandong Province' Prefecture Level Cities

The 2019 annual meeting of China's Green Economy was held in Beijing.The theme of the meeting is "green economy and high-quality development".And the highquality development of China's economy was discussed in depth.Green economy is an important way to promote high-quality development and the economic foundation of green development.It pursues the multiple benefits of economy,society and environment as well as the harmonious coexistence of human and nature.Shandong Province is a coastal province of China.Relying on its geographical advantages and policy support,it is the third most powerful province in economy in 2017.It has 17 prefecture level cities,but there are some differences in the development of green economy in these prefecture level cities.The government of Shandong Province has not established a comprehensive evaluation system of green economy.In order to make an accurate and scientific evaluation of the development of green economy in various cities,this paper will study this.This thesis discusses the concept of green economy by studying a large number of documents,and then establishes a green economy index system suitable for prefecture level cities in Shandong Province.And try to change dimensionless link,weight link,and information synthesis link to find a suitable comprehensive evaluation method.And make a comprehensive evaluation on the development of green economy of prefecture level cities in Shandong Province from 2010 to 2017.Among them,the dimensionless link uses the extremum method and the normalization method,the weighted link uses the modified entropy weight method,the open grade method and the gray correlation analysis method,and the information synthesis link uses the TOPSIS method and the multiplier synthesis method based on the vertical distance improvement.Because the results of the final six comprehensive evaluation methods are not exactly the same,this thesis then uses the mean method,Borde method and Copeland method to evaluate the evaluation results of the six comprehensive evaluation methods in 2010-2017,and discusses the selection of the best combination evaluation method.Then,according to the results of cluster analysis,17 prefecture level cities are divided into four levels.This thesis also makes a comprehensive evaluation and combination evaluation on all levels of green economy of prefecture level cities in Shandong Province from 2010 to 2017,and compares all aspects with their own development of green economy.The main conclusions are as follows:From 2010 to 2017,the overall ranking of green economic development of prefecture level cities in Shandong Province has not changed much.In 2017,the ranking of green economic development from high to low is Qingdao,Weihai,Dongying,Jinan,Yantai,Zibo,Weifang,Laiwu,Rizhao,Binzhou,Liaocheng,Tai'an,Linyi,Dezhou,Jining,Zaozhuang and Heze.The development of green economy can be divided into four levels: the first level is very good,including Qingdao,Weihai and Dongying;the second level is good,including Jinan,Yantai,Weifang and Zibo;the third level is general,including Liaocheng,Laiwu,Binzhou and Rizhao;the fourth level is poor,including Zaozhuang,Jining,Tai'an,Linyi,Dezhou,Heze.The ranking of economic development of prefecture level cities in Shandong Province has little fluctuation on the whole,and the ranking of social development and environmental development has some fluctuation on the whole.
