Research On Evaluation System Of Green Economy In Inner Mongolia

The rapid development of economy,on the one hand,has greatly improved people's quality of life.On the other hand,it has also brought unprecedented challenges to the ecological environment and human production and life.Vigorously promoting the development of green economy has become the inevitable choice to realize the sustainable development.Based on the existing researches,this paper constructs an index system to evaluate the green economy of Inner Mongolia by mass-election,preliminary screening,R cluster-grey relational and advantage analysis.Next,this paper makes a quantitative analysis and evaluation of the development level of the green economy in Inner Mongolia through the construction of the evaluation model of cyclic revision.The main conclusions of the study are as follows:(1)Through the sea selection,the preliminary selection of data availability,the quantitative screening of R cluster-grey relational and advantage analysis,rational analysis to adds high-frequency indicators and significant indicators,this paper finally constructed an index system for evaluating the development of Inner Mongolia's green economy from four aspects of economic development,human well-being,resources and environment,and social development,including 24 indicators.(2)After the construction of index system,based on the idea of cycle revision,the evaluation results of 5 single evaluation methods of variation coefficient method,mean square deviation method,deviation maximization method,entropy weight method and grey relational method are modified by three combination methods of average value method,Boarda method and Compeland method,and the green economic evaluation model of cyclic revision is established.Then the empirical analysis of the development level of the green economy in Inner Mongolia's cities is carried out and solved the problem of inconsistent evaluation results.(3)The Ward clustering results of the green economic development level in Inner Mongolia show that the green economic development level of the 12 Alliance Cities can be divided into 3 grades.The first class includes Baotou,Hohhot,Erdos,Hulunbeir,the second level includes Chifeng,Xilingol,Tongliao,Wuhai,the third level includes Bayannaoer,Alxa League,Wulanchabu,Hinggan League.(4)According to the factor analysis of affecting the development of green economy in Inner Mongolia,it is found that economic development,human well-being,resource and environment,and social development have the same impact on the development of green economy in Inner Mongolia.Among them,In economic development criterion layer,the importance of the indicators is: agricultural output,commercial housing sales,social fixed assets investment,the per capita consumption expenditure,the total energy consumption and GDP growth rate;in human welfare criterion layer,the importance is: students enrollment of ordinary university,per capita disposable income,living water,workers' average wage,the highway mileage,the bed number of the health institutions per 10000 population;in the resource and environment standards layer,the importance is: the harmless disposal volume of domestic waste the area of the state-owned forest,the green coverage rate of the built-up area,the total output value of the wetland,the use of pesticide,the area of afforestation;in social development criterion layer,the importance is: domestic tourism income,government funds,the foreign exchange income of tourism,the budgetary expenditure of science and technology,urban registered unemployment rate,the budget expenditure of energy saving and environmental protection.
