In recent years,China's manufacturing industry has developed rapidly,and gradually forms the "new driving forces" and "new normal" of the development in the manufacturing industry.Although the R&D investment in the manufacturing industry has steadily increased,due to the lack of independent innovation capability and motivation,there is still a big gap between China's manufacturing industry and advanced manufacturing industry,and the technical bottleneck is prominent.Under the background of Made in China 2025 and the reality,we study the impact and characteristics of R&D spillovers in Chinese manufacturing industries on industries' R&D output based on the R&D capital data,and comprehensively analyze the development status of the manufacturing industry to boost Chinese manufacturing industries' transformation and development.At the same time,it also escorts the transformation of Made in China to Making in China.Based on the perspective of R&D capital,this paper takes the research and development spillover between two-digit industries in China's manufacturing industry as the research object.Firstly,it clarifies the connotation of R&D spillover from externality,and then summarizes the types,mechanisms,channels and measures of R&D spillover effects.Secondly,according to the limitations of existing research,the latest R&D capital measurement method is fully absorbed,and the long-term R&D investment data of 28 Chinese manufacturing industries from 1990 to 2017 is calculated,and then the R&D capital stock of the manufacturing industry is measured.Finally,the corresponding inter-industry technical spatial similarity matrix is constructed from different dimensions.Based on the panel data of 28 double-digit industries in Chinese manufacturing industry from 2000 to 2017,the panel measurement model is constructed by means of the knowledge production function,and from vertical and horizontal dimension to measure and analyze the R&D capital spillover effects among Chinese manufacturing industries.At the same time,according to the R&D intensity data,Chinese manufacturing industries is divided into high-tech and medium and low-tech industries,and the R&D spillover effects among industries in different technicallevels are measured.The impact of R&D capital spillover effects among industries is expected to systematically analyze the development status of Chinese manufacturing industry.The empirical results of this paper show that the manufacturing R&D material capital is mainly concentrated on the high-tech industry,in recent years,the industries' R&D material capital gap of different technology levels has decreased;the R&D capital spillover effects of the two dimensions in the manufacturing industry are in the same direction;there is a significant difference in R&D capital spillover effects among manufacturing industries of different skill levels;China's manufacturing industry has insufficient innovation capability and is still temporarily in the middle and low end of the industry.Based on the above research results,the following four suggestions are proposed: Firstly,"Tracing the source"-to increase R&D investment in the manufacturing industry;secondly,"Choosing the right battle to fight"-to switch the development path of R&D activities in the manufacturing industry;thirdly,"Becoming the mainstay"-to enhance the implementation of technological innovation in high-tech industries;finally,"Getting better gradually"-to strengthen the technical absorption of medium and low-tech industries.
