Manufacturing industry is the "foundation" of a country's economy and the key to building a modern economic system.Under the background of promoting the implementation of innovation-driven development strategy,the innovation input of China's manufacturing industry continues to grow rapidly,and the innovation output capacity represented by patents and scientific and technological papers is also continuously enhanced.However,the results of innovation are not significant,and many industries are still locked in the middle and low levels of global value chains,which have a significant gap with the manufacturing level of other developed countries.Under the above background,in this paper,based on the R&D capital stock data,to analysis between China's manufacturing industry,industry R&D spillover effects on the total factor productivity of manufacturing industry,and communities in order to promote technology innovation,quality,and the synergistic extraction,transformation and upgrading of manufacturing as the research target,in order to provide decisionmaking reference for the development of China's manufacturing high quality.Based on this,this article in 2002-2017,for the timeline,in China's manufacturing industry and between industry within the R&D spillover effect on the total factor productivity as the research object,first of all,based on the external characteristics of R&D activities,expounds the connotation of R&D spillover and classification of R&D spillovers,measure method and the measure method of total factor productivity,carries on the literature review and the review,summarizes the shortcomings of existing research,this paper studies improvement ideas are put forward.Secondly,based on the two perspectives of inter-industry and intra-industry R&D spillover of the manufacturing industry,the influence mechanism of R&D spillover on total factor productivity was respectively investigated,and the influencing factors of total factor productivity were further discussed.Then,by referring to the latest research method proposed in the existing literature,the author calculated the R&D capital stock,interindustry and intra-industry R&D spillover of the manufacturing industry,and total factor productivity of the manufacturing industry,respectively,to provide data basis for empirical analysis.Finally,the panel data model method is used to empirically analyze the effects of R&D capital stock,inter-industry and intra-industry R&D spillover,and other factors(industry scale and industry profit)on TFP.The empirical results of this paper show that the R&D capital stock of China's manufacturing industry increases steadily and the structure distribution of high-tech industry changes obviously.Based on the two perspectives,the growth trend of R&D spillover effect in the manufacturing industry is quite different.Among them,the growth trend of R&D spillover effect in the manufacturing industry is m-shaped.The growth rate of R&D spillover effect in the industry fluctuated and increased,and the growth rate became stable in 2013.From 2002 to 2017,the total factor productivity of China's manufacturing industry as a whole showed a trend of steady growth,but the growth rate has slowed down in recent years.The inter-industry and intra-industry R&D spillover effect of the manufacturing industry has an important influence on the improvement of the total factor productivity of the manufacturing industry,and the degree of the two influences is not different,but both are higher than the effect of the R&D capital stock of the manufacturing industry.Therefore,the R&D spillover effect has become an important factor driving the improvement of the total factor productivity of the industry.In addition,expanding the size of the industry and improving the profitability of the industry will also help improve the level of total factor productivity in the manufacturing industry.Based on the above research results,this paper puts forward the following four Suggestions: first,improve the preferential tax policies and improve the innovation ability of enterprises;Second,increase the R&D investment in the manufacturing industry and improve the R&D investment structure of enterprises;Third,we should strengthen cooperation between manufacturing enterprises and regional and international R&D cooperation to constantly upgrade the technological content of "made in China".Fourth,strengthen the R&D spillover absorption capacity of manufacturing enterprises and improve their technological level.
