Research On The Management System And Operation Mechanism Of G Biopharmaceutical Industry Cooperation Park

As the leader of regional economic development,the industrial park is an important carrier to develop high-tech industry and promote industrial agglomeration.The industrial cooperation park is a special model in the development of industrial parks in China,the cooperation park is originally designed to achieve the effective aggregation of all elements through the construction of institutional space,such as industrial aggregation,capital aggregation,to drive the development of local economy and prosperity,as well as to realize the regional harmonious development.However,successes and problems coexist.The cooperation park has solved the problem of transfer and agglomeration of production factors,but created new problems.The problems of management system and operation mechanism generally exist in industrial cooperation parks in China,such as the organizational settings in the management system of industrial cooperation parks,the division of responsibilities and rights in the operation mechanism.The research object of this paper is G Biopharmaceutical Industry Cooperation Park,which is established to promote the development of biomedical industry with the characteristics of high investment,high risk and high income of biomedical industry.Biomedical industry is a typical capital-intensive,technology-intensive and intelligence-intensive high-value-added industry.Therefore,G Biopharmaceutical Industry Cooperation Park also takes up the heavy responsibilities of economic development mode transformation and industrial structure upgrading and adjustment.In this sense,the optimization of management system and operation mechanism is of decisive significance to it.In this paper,the management system and operation mechanism of G Biopharmaceutical Industry Cooperation Park are taken as the research object.With the literature research,case analysis and comparative study,the author firstly expounds the social background of the topic selection,makes a comprehensive discussion on the significance of the research on the management system and operation mechanism of G Biopharmaceutical Industry Cooperation Park,and then clarifies the content,method and innovation points of this paper.Secondly,the paper elaborates relevant concepts,and introduces the guidance function of institutional innovation theory and organizational design theory in optimizing the management system and operating mechanism of industrial cooperation park.It makes an in-depth research on the current situations of management system(organization setting,relationship between government and enterprise)and operation mechanism(including decision-making mechanism(affairs),restraint mechanism(power),development mechanism(money)and incentive mechanism(person)in the construction and development of G industrial cooperation park.Then,by comparing and analyzing the development process and trend of domestic industrial cooperation park system and mechanism,as well as some advanced management ideas and innovative practices,the author obtained enlightenment on the development path of G industrial cooperation park system and mechanism.On this basis,the author combined with the actual situation of G industrial cooperation park to put forward countermeasures and suggestions for optimizing its system and mechanism.The optimization of the management system and operation mechanism of the industrial cooperation park is related to the rapid and stable development of the park business.Therefore,promotion on the optimization of its system and mechanism is an important guarantee for the scientific development of the park.Moreover,the problems exposed in G Industrial Park are not unique to G Industrial Park.Therefore,the research in this paper can provide some references for the institutional reform of other industrial cooperation parks in China.
