Collection and management of social insurance premiums is the basis of social insurance system,which concerns the national economy and people's livelihood,and has always been a matter of great concern to all sectors of society.Ending the subject of dual system collection and promoting the reform of social insurance premium collection and management system is a major change in regulating the collection and management of government non-tax revenue in our country.It will make the collection and management of social insurance premium more rigid in implementation and more standardized in system.It will help to reduce the cost of collection and management,improve the efficiency of collection and management,and create a new way for the reform of tax and fee system,the unification of government revenue system and the standardization of income distribution order.Making conditions.The purpose of this paper is to introduce the concept,demonstration method,scope management theory and evaluation method of project management into the project management theory system.Through qualitative and quantitative analysis,the pros and cons of the research project and the lessons learned are discussed,which can provide reference for evaluating the effect of the reform.Systematic summary of reform projects and guidance of other reform practices to provide cases for reference,and to do a good job in the transfer of responsibilities of relevant government departments,to provide useful reference.This paper applies the Marxist methodology of integrating theory with practice and adopts the method of combining qualitative analysis with quantitative analysis.Firstly,it introduces the background of the project and the method and thought of the research.Combined with PMBOK system and PRINCE2 system,it analyses and explains the method system and theory source suitable for the project.On this basis,it further introduces the idea of task goal and task project.The paper introduces the current situation of collection and management in C city before the reform,summarizes the problems existing in the old system from three dimensions of collection and management efficiency,system arrangement and work practice,expounds the necessity and feasibility,and puts forward the criteria of project acceptance,that is,the design of collection and management process after the reform.Secondly,combined with PRINCE 2 seven elements theory,the project scope,including project risk and response,process monitoring and other aspects are analyzed and elaborated,focusing on project team building,project planning based on WBS,the project implementation based on PRINCE 2 is introduced,and the main obstacles affecting project implementation are analyzed.Finally,based on the implementation of the project,the method of fuzzy comprehensive evaluation is introduced.By establishing the evaluation model,according to its main steps,the factor set,weight and comment set are determined,and the factor evaluation based on the judgment matrix is done well,and the result of comprehensive evaluation is obtained.According to the quantitative evaluation results and the actual work,the following conclusions are drawn: through the thinking logic of project-based task,the concept of project management,demonstration method,scope management theory and evaluation method are introduced to analyze,demonstrate and evaluate the reform project,which is feasible and operable;and the implementation of the project is scientifically evaluated by using the method of fuzzy comprehensive evaluation.In the process of project implementation,there are some problems,such as unclear division of responsibilities,data transmission,payment channels and so on.The basic experience of project implementation includes that Party committee and government support is the foundation,department cooperation is the guarantee,data transfer is the key,and cadres are the foundation.
