Analysis On The Current Situation And Optimization Of The Financial Revenue Structure In Changsha City

As a necessary guarantee for government to perform its functions,implement public policies and provide public services,fiscal revenue is of great significance to the economic and social development of a region.In the process of government raising revenue,not only should pay attention to expand the scale of income,but also should pay more attention to the structure optimization,to adapt the local economic structure,industrial structure and social development level,actively explore an effective way to sustainable growth,so as to promote the scientific financial management and the efficient financial management of local government.For years,Changsha finance income generally keep a steady and rapid growth trend,However,problems such as low tax proportion,unreasonable tax structure and excessive growth of non-tax income are also becoming increasingly prominent.Based on the current situation of Changsha ’s fiscal revenue structure,this paper chooses the topic of "research on the current situation and optimization of Changsha’s fiscal revenue structure",hoping that on the basis of the analysis of the fiscal revenue structure,explore ways to problem solving,reveal revenue growth trend.Based on the advantages of the structure and industry contribution of Changsha city’s financial revenue,it can provide guidance for economic development and promote sustainable growth of economic and local revenue in Changsha.The focus of this paper is mainly divided into current research,problem and reason analysis and countermeasures.First,it reflects the current situation of financial revenue structure in Changsha.Through the survey data and relevant data query in order to reflect the real Changsha finance comprehensively the present situation of the income structure,at the same time can also to speculate that other similar to Changsha city economic development level of local government revenue situation to provide the reference.Second,analyze the existing problems and causes of the financial revenue structure in Changsha.Through these years of Changsha finance income data,tax revenue data,non-tax revenue data,an empirical study on industrial structure data,analysis of Economic development level,tax system,financial system,collection and management factors impact on revenue.Third,propose feasible fiscal revenue structure optimization measures.We will formulate industrial development policies for relevant departments,improve the relevant system of fiscal and taxation incomedistribution,and provide corresponding policy reference for solving problems in the structure of fiscal revenue.To further optimize the structure of fiscal revenue,promote the quality and level of financial income,maintain a healthy revenue growth quickly,meet the needs of various social spending,to ensure sustainable economic and social development.
