A Research On The Optimization Of Nanning Financial Revenue

As a big concern of national economy and people’s livelihood, financial revenue issue also remains as a challenge for any city to face during its social development. Take Nanning for example, an overall analysis of its financial revenue structure over the years, which based on fiscal rules, has been conducted with the research method of literature, descriptive statistics analysis method and regression model. In this paper, we finally concluded the problems and solutions as the following:Firstly, although the balance scale has increased sharply and keeps growing steadily, the structure hasn’t been remarkably improved. This is because the public budget income remain 70%～75% percent of the tax revenue as usual, while the proportion of other five main taxes, value added tax, sales tax, business income tax, individual income tax, city maintenance and construction tax, falling instead of rising, which means the main taxes system hasn’t been set up. Secondly,, the public budget income still need further improvements to make sure that the economic growth of the structure coordinate with the livelihood improvement, technology innovation and cultural construction. Thirdly, as we all know there is a positive correlation between the balance scale and the GDP growth, which means for every 1% growth of GDP may result in 1.1191%growth of the fiscal revenue. Since the five main taxes don’t exert a significant effect on the public income budget, the inner structure of the revenue turned to be incomplete.Measures must be taken to solve the problems we have mentioned before. We should make sure the steady growth of the revenue, effective fiscal management and the people oriented expenditure mechanisms as a trinity, speed up the adjustment and upgrading of the industrial structure to ensure to ensure the continuous tax income; estimate the pressure that the economic development in future may bring to the fiscal revenue. Maintain the warning awareness to make the structure of Nanning’s financial revenue scientific and reasonable.
