Evaluation Of Incubator’s Sustainable Development Ability In Jilin Province

In recent years,with the rising of entrepreneurial frenzy in China,the incubator,as the main carrier of innovation and entrepreneurship in China,is gradually transforming from the primary stage of development to a more specialized and socialized stage.The sustainable development of the incubator is the extension of the concept of sustainable development,which means that the incubator can achieve independent operation and development by itself,which not only requires the incubator to complete the service function,but also puts forward higher requirements for its operation efficiency.The incubator construction in Jilin province started late,but it has developed rapidly in recent years,with great improvement in both quantity and scale.In order to further understand the status and problems of incubators in sustainable development in Jilin province,this paper conduct a quantitative evaluation and comparative analysis on the sustainable development ability of incubators in Jilin province.Based on the definition of incubator’s sustainable development ability and relevant research framework,this paper establishes a two-dimensional evaluation model of incubator’s sustainable development ability.The principal component analysis(PCA)and DEA methods were used to evaluate the service capability and operation efficiency of incubators in 30 regions in China,on the basis of the evaluation results in two dimensions to various areas according to the incubator classify the characteristics of the sustainable development ability.And the evaluation results from two dimensions were used to classify the regions according to the characteristics of incubators’ sustainable development capability.Finally,according to the classification results,Jilin province and various representative regions were compared horizontally,and five years’ data of key indexes of sustainable development ability evaluation of Jilin province were selected for longitudinal analysis.Then conclusions were drawn and suggestions were put forward.As for the sustainable development ability of incubators in Jilin province,this paper get some main conclusions:(1)The service capacity of the incubator is weak,the main reason is that the service scale is small.(2)The technological efficiency of the incubator is low,which leads to the operation efficiency at a backward level in the country.(3)The overall scale is small and the development between cities(states)is unbalanced.(4)In the process of rapid development,the quality of incubation has declined.(5)The development of incubator is restricted by the innovation environment of economic environment in Jilin Province.In order to improve the incubator’s sustainable development ability,this paper proposes:(1)Expand service scale and improve service capacity.(2)Optimize incubation system and improve operation efficiency.(3)Coordinate internal and external resources to promote coordinated regional development.(4)Make clear the standards,improve quality and speed up.(5)Strengthen government policy guidance and support to create a sound environment for innovation and entrepreneurship.
