| Incubator has been proved as an effective policy instrument to promote technology commercialization and the development of technology business during its formation and development history. It is playing a more and more important role in facilitating the start-out to overcome its nascent vulnerability and surviving its infancy, and it could stimulate economies by creating new industries and jobs to contribute the development of the national and regional economy. Now, incubator has already been a part of national innovation system and the extension of Universities & Research institutions'social functions. But till now, the quantitative research on the operational efficiency of the incubator is very limited, there still is a problem how to objectively and accurately evaluate the efficiency of the business incubator. Therefore, the study of the operational efficiency of technology-business incubator in central region has far-reaching significance for the promotion of economy developing and building a harmonious society.In this paper, I attempt to estimate the overall efficiency and scale efficiency, the redundancy and slack of inputs and output of the central technology-business incubators through the DEA-BBC model, the results show that: the overall efficiency of central technology-business incubator is very low, so the management should pay more attention on the input-output efficiency and improve the resource allocation level to raising the input elements efficiency. Meanwhile, by using Super-efficiency model and Gray Correlation Analysis, we make a further empirical analysis on the efficiency of the incubator's own-related factors and find that the number of patents is the key affective factor of incubator efficiency. |
