Research On Land Circulation In Yuelu District,Changsha City

The rationalization of the circulation of suburban land has positive significance for the development of both rural and urban areas.It not only helps to solve the problem of idle waste of land caused by suburban farmers working outside the city,but also provides citizens with the necessary land resources.Therefore,it is an inevitable trend and requirement of economic development to promote the rational development of suburban land circulation,which has its urgency and necessity.I have been engaged in land transfer in Yuelu District for nearly three years.In order to better understand the situation of land transfer in Yuelu District and explore new ideas of land transfer in suburban areas,I visited relevant functional departments in Yuelu District and 388 farmers in Yugongping Town and Lianhua Town,two pure agricultural townships in Yuelu District,and 21 large grain farmers from different angles.Yuelu District,the current status of land transfer,existing problems,people's views and opinions on land transfer.This paper mainly focuses on the theme of rural land transfer in Yuelu District.While clarifying the relevant concepts of land transfer,it explains the basic theoretical basis of land transfer,and explores some related problems in the process of rural land transfer in Yuelu District.Through the analysis of domestic and foreign macro-policies and transfer trend experience,it combines the actual production and life of local farmers in Yuelu District.In view of the situation,this paper puts forward a scheme of rural land transfer path in Yuelu District,and puts forward a series of solutions around how to promote and implement the work of suburban land transfer.According to the analysis of this paper,the following conclusions are drawn: Yuelu District has explored and practiced different modes of land transfer,such as different forms of land transfer,different subjects of land transfer,different periods of time and different uses,which have played a positive role in promoting land transfer,but there are still some problems in the process of land transfer: first,legal bottleneck restrictions;second,it is difficult for large-scale projects to land;The industry foundation is weak and lacks industry characteristics;the third is that the examination and approval procedure is complex,which affects the enthusiasm of investment;the fourth is that the price of land circulation is high,the development funds of new economic entities are short,and the fifth is that the trend of land non-grain is difficult to reverse.The countermeasures and suggestions on rural land transfer in suburban areas are as follows: firstly,we should learn from the experience of cases and innovate the way of land transfer;secondly,we should strengthen publicity and education and improve laws and regulations;thirdly,we should increase investment in agricultural infrastructure and enhance carrying capacity;fourthly,we should simplify the transfer procedures and promote the registration and certification of confirmation;fifthly,we should base ourselves on government guidance to standardize land prices;and sixth,we should protect them.Incentive to grow grain and curb the trend of non-grain land.Through this study,I hope to provide some constructive suggestions for the smooth development of land transfer in Yuelu District.It also provides a reference for rural land transfer in other suburban areas.
