Research On The Efficiency Of Regional Higher Education Fiscal Expenditure

Since the reform and opening up more than 40 years ago,China has basically formed an all-round and multilevel higher education system that is compatible with economic and social development,which has played a positive role in the development of knowledge economy,the promotion of technological progress and the promotion of total factor productivity.However,there are some problems in the development of higher education in China,such as inefficient use of financial funds,unclear output orientation,unbalanced development among regions,and neglect of performance management,which restrict higher education from playing its due role.In the opinions of the CPC central committee and the state council on the full implementation of budget performance management,it is pointed out that "To fully implement the budget performance management as the key point and breakthrough","Promote the pooling of government funds to increase efficiency and improve the quality of public service supply".The implementation of efficiency evaluation and performance management in the field of higher education is of positive significance for Chinese institutions of higher learning to improve the quality of running schools and the efficiency of using financial funds.Based on the above background and research significance,this paper starts with the human capital theory,the new public management theory and the principal-agent theory to theoretically analyze the significance of improving the financial expenditure efficiency of higher education.Secondly,starting from the status quo of the development of China’s higher education among regions,this paper compares and analyzes the scale,structure,output and effect of China’s higher education among regions,taking this as the basis for further research.In basic comprehensive theoretical analysis and the analysis of the status quo conditions,this paper from 2015 to 2017 in 31 provinces and cities in our country higher education spending related indicators,three-stage DEA model is set up,after excluding the environment variables and under the condition of random interference factors,to student development,social contribution,the research results as output indexes,such as regional higher education of our country fiscal expenditure efficiencymeasure.The empirical results show that the fiscal expenditure efficiency of higher education in the eastern region is higher than that in the central and western regions,but there is still expenditure redundancy.Meanwhile,the fiscal expenditure efficiency of higher education in the eastern,central and western regions is greatly affected by environmental factors.Thirdly,through comparative analysis of the financial expenditure pattern and efficiency evaluation system of higher education in Britain,the United States and Australia,this paper seeks for reference for China from the perspectives of higher education funding source,expenditure structure and efficiency evaluation system.Finally,this paper proposes that we should reasonably determine the scale of higher education financial expenditure,optimize the expenditure structure,strengthen the expenditure supervision and establish a perfect efficiency evaluation system,so as to improve the efficiency of higher education financial expenditure and promote education equity.
