Research On The Strategy For Tax Service Optimization In Mingxi County Of Fujian Province

With the standardized service,optimized tax service mechanism and expansion of information service,the tax service in Mingxi County,Fujian province has rapidly developed and taken the lead of mountainous counties in the province.A survey of the tax service in Mingxi County shows that the county’s tax authorities play a decisive role in tax collection.Achievements in the optimization of tax service as Mingxi County has made,however,it also faces some problems that need to be solved urgently,such as insufficient motivation,operational obstacles in convenient tax,difficulties in improving taxpayers’ satisfaction,inadequate influence on guiding tax compliance.The attempt and experience summary to solve these problems can provide reference for the tax service optimization of county tax authorities in other regions.The root of the above problems,taking Marxism tax thought and the new public service as theoretical foundation,after literature analysis and normative analysis,lies in tax staff’s incomplete concept transformation of tax service,deficiencies of measures in online tax service,imperfect service mechanism of the Whole-of-Government and insufficient application of the tax service data.Solving the above problems is the key to optimizing tax service in Mingxi County.After analysis of other domestic developed counties,inspirations such as paying attention to the needs of taxpayers,strengthening the management of tax service data,improving the analysis ability of tax service data and fully mining the public value of tax service data are obtained.Therefore,measures that apply to Mingxi County are put forward: to set up the tax staff’s concept of tax service modernization,to refine online tax service measures to meet the demands of taxpayers,to optimize mechanism to improve the Whole-of-Government service and to further apply tax service data to promote tax compliance.
