Reaserch On The Difficulties And Countermeasures Of Precision Poverty Alleviation In Sanming City

General Secretary Xi Jinping first put forward the elaboration on precise poverty alleviation when he visited Hunan in 2013,and made important instructions on "seeking truth from facts,adapting measures to local conditions,classifying guidance and precise poverty alleviation".Through accurate identification,precise assistance and precise management of the poor,the remaining poor people can get out of poverty and become rich.In 2019,Xi Jinping's delegations in Inner Mongolia,Gansu,Henan and Fujian all talked about "fighting against poverty".He encouraged the majority of leading cadres:never win,never retreat!As long as there is still one poor household who has not been lifted out of poverty,the work of lifting out of poverty still needs to be carried out.The remaining objects to be lifted out of poverty are different.The degree of poverty is deep and it is difficult to get rid of poverty.More importantly,precise poverty alleviation is needed.The key and difficult points of precise poverty alleviation lie in the word "precise",which requires "precise target of poverty alleviation,precise project arrangement,precise use of funds,precise measures to households,precise dispatch of people from villages and precise effect of poverty alleviation".It is precisely because of the need to adapt to local conditions,precise poverty alleviation policies also have many practical difficulties when landing.The author visits poor villages in Sanming City,interviews local villagers,village cadres and cadres stationed in villages,consults the first-hand information of poverty alleviation in Sanming City,refers to other relevant poverty alleviation literature,summarizes practical difficulties,and uses Smith's policy implementation process model to help.Poverty policy,executing agencies(implementers),target groups and environmental factors are the four aspects to analyze the causes of the dilemma,and put forward their own views for improving the effectiveness of the precise poverty alleviation in Sanming.
