Since 2013,Zhejiang Province has proposed “three reforms and one demolition” based on national requirements and coordinated urban and rural development needs,and expanded the scope of remediation of unreasonable land use in the province.At present,the "three reforms and one demolition" have achieved phased results,but it is necessary to conduct in-depth research on the reuse of idle land after the renovation.In order to thoroughly study the disposal of idle land following the “three reforms and one demolition” in Zhejiang Province,this paper selects Yinzhou District as the object of empirical research.The district has realized the effective use of land resources through reform and demolition,demolition and reform,and combination of dismantling and dismantling.The integration has achieved the purpose of land intensive conservation and secondary development and utilization,and has changed the new face of Yinzhou District and removed the new development of Yinzhou District.At the same time,the problem of land idleness exposed during the demolition process has become more and more prominent and worthy of attention.The thesis comprehensively uses the methods of theoretical analysis and empirical research,starting with the concepts of “three reforms and one demolition” and “idle land”,mainly using government intervention theory and urban renewal theory as theoretical tools,and fully borrowing domestic and foreign scholars to dispose of land idle.On the basis of the research results,by distinguishing the difference between the “three reforms and one demolition” of idle land and other types of idle land,the scope of research on the concept definition is limited.On this basis,the paper analyzes the origin and purpose of the policy of “three reforms and one demolition” in Zhejiang Province,and proposes the problems and causes of idle land disposal.Due to the large area involved in the “three reforms and one demolition” and the strict progress of the relocation and demolition,there are certain task pressures in the governments,towns and towns of all districts.Therefore,the process of the previous period has been paid too much attention to the ideological work and the dismantling work.There is no hard indicator and guidance document for the reuse of land after the demolition,and subsequent work is easily overlooked.At present,the disposal of idle land in the “three reforms and one demolition” of Yinzhou District has problems such as lack of assessment and supervision mechanism,imperfect follow-up management and follow-up mechanism,single land reuse and lack of mechanism.Finally,the paper puts forward the following suggestions: First,improve the evaluation mechanism of “three reforms and one demolition” of idle land disposal,solve the problem of rough disposal of idle land in “three reforms and one demolition” in Yinzhou District;Second,improve “three reforms and one demolition” The supervision mechanism for idle land disposal avoids the timely and efficient use of idle land;The third is to improve the normal mechanism of “three reforms and one demolition” of idle land disposal,to solve the ill-health of idle land disposal;Fourth,improve the “three reforms and one demolition” of the supporting mechanism for the disposal of idle land has made the disposal of idle land more scientific and efficient.
