The steady development of modern enterprises has increasingly relied on the strength of human resources capital.The grass-roots managers who have the closest contact with the front-line have a very important role for enterprises.The grass-roots managers not only need to upload and transmit information well,but also need to ensure the implementation of decision-making by exerting the spirit of initiative and innovation.This group shoulders the important mission of promoting organizational development and their competence and quality.To a large extent,it affects the team's performance and employee's professional behavior,which is related to the success or failure of the development of the enterprise.The research object of this paper is the grass-roots managers of Z company.On the basis of a large number of relevant research,the competency model of grass-roots managers of Z company is constructed by using literature research,text analysis,behavioral event interview,questionnaire survey,analytic hierarchy process and factor analysis,and then the application suggestions in the recruitment and training of grass-roots managers are put forward,and the following conclusions are drawn.(1)Determine the elements of Z company's competency model for grass-roots managers.Through literature analysis,this paper summarizes the research results of literatures on the competency model of grass-roots managers in recent years,and summarizes 19 basic elements of managers' competency characteristics.Then,through text analysis,this paper studies the qualifications of the selection of grass-roots managers of companies,providing support and supplement for literature research.Subsequently,the behavior interview method was used to generalize the interview content,and identified 22 competency indicators of the grass-roots managers.Finally,the questionnaire was compiled.(2)The competency model of grass-roots managers in Z company is constructed.The questionnaire collects data by means of both electronic and paper questionnaires,then screens and summarizes the data,carries out factor analysis by SPSS software,and constructs the competency model of Z company's grassroots managers.This model includes 6 competency dimensions and 22 competency indicators.(3)Determine the competency index weight of Z company's grassroots managers.Using the analytic hierarchy process(AHP),10 experts used 1-9 scale method to score 6competency dimensions and 22 competency indicators.By using software analysis,the weight coefficient of Z company's grass-roots managers' competency index was determined,and each index in the model was quantified,and the practicability was enhanced.(4)Suggestions on the application of competency model in the recruitment and training of grass-roots managers are put forward.This study analyzed the characteristics of recruitment and selection based on the competency model of grass-roots managers,and formulated ten steps of recruitment.Secondly,the competency model was integrated into the training of grass-roots managers.The training program was designed from four steps: training needs analysis,training objectives determination,training stage implementation and training evaluation.
