Research On The Problem And Countermeasure Of The Overall Integration Of Financial Agricultural-Related Funds In Beichuan Yi Autonomous County

For a long time,the issue of "agriculture,countryside and farmers" has been the key issue in the process of building a moderately prosperous society and modernization in an all-round way.The CPC Central Committee and the State Council have always attached great importance to the work concerning agriculture,rural areas and farmers,and regard it as "the top priority of the work of the whole Party.";While accelerating the process of promoting the development of agriculture,rural areas and farmers,building a moderately prosperous society in an all-round way and modernization,China has also accelerated the implementation of the poverty alleviation and development strategy.In the process of poverty alleviation and development,guarantee of financial resources is the key.In order to concentrate resources and win the battle against poverty,China has launched a new round of financial integration of agriculture-related funds.It is of great significance for solving the problem of fund shortage in poverty alleviation and development to integrate the financial funds related to agriculture into poverty alleviation and development,which can greatly improve the efficiency of the use of financial funds related to agriculture,and to integrate the financial funds related to agriculture into poverty alleviation and development work.The overall and integrated use of financial funds related to agriculture is put forward in view of some specific problems in the management and use of financial funds related to agriculture at the present stage.In recent years,the total amount of financial funds for agriculture has been increasing.But generally speaking,because of the restriction of mechanism system and other factors,there are still some prominent problems in the management,distribution and use of agricultural funds in China,such as scattered,inefficient and cross-repetition,which directly affect the effect of supporting agriculture.The overall and integrated use of financial funds related to agriculture is a reform of the existing management mechanism of financial funds related to agriculture,and it is aimed at improving the efficiency of the use of funds related to agriculture.The State Council,governments at all levels and relevant departments have successively issued a series of principles and policies,and all relevant departments at all levels have conscientiously implemented the policies and regulations,taken the initiative,cooperated with each other,continuously increased financial investment in agriculture-related funds,and jointly promoted the development of agriculture,rural areas and farmers.However,the overall and integrated use of financial funds is still at the stage of exploration.Judging from the situation of this work in various localities,there are different approaches.Therefore,a holistic and systematic method of operation and experience have not yet been developed.According to the current situation of this work,it is of great significance to study how to integrate all kinds of financial funds related to agriculture at all levels in order to maximize the efficiency of financial funds and promote the strategy of poverty alleviation and rural revitalization,which is worthy of in-depth study and discussion.Based on this premise,this paper takes Beichuan Qiang autonomous county in Mianyang city,Sichuan province as the research object,through the analysis of literature,questionnaires,experience summary and other forms,to study the status quo of the overall integration of financial funds related to agriculture in Beichuan Qiang autonomous county.This study will provide suggestions for other counties and cities to carry out this work.
