Study On Integration Of Financial Funds For Supporting Agriculture In Henan Province

"Three rural issues" have always been the concern to the Party central committee and State Department, but the basic features and weak characteristics of agriculture determine its development can not do without government support and protection, so the "three rural issues " are not resolved from open financial support. In recent years, under the guidance of the agricultural support policies of the Party central committee and State Department, the central and local governments carry out the all kinds of policies to add the devotion of agriculture, the gross and species of financial funds for supporting agriculture have been adding, which take important effect. However, the limited financial support for agriculture exist the phenomenon of dispersion in use and management, which affect the efficiency of financial funds for agriculture and make it have difficulty to form a joint force. Therefore, how to clean up and combinate financial funds for supporting agriculture and overall arrangement all kinds of funds have been necessary.This paper makes the subject of research of integration of financial funds for supporting agriculture in Henan Province.Firstly, it analyzes economic mechanism of integration of financial funds for supporting agriculture, and then analyze the use actuality of financial funds for agriculture in Henan Province from the problems reflected from the scale and structure, further highlight the need for integration.Then it analyzes and describes the current problems in the process of integration combining two examples of financial funds integration in Henan Province.Finally, it trys to put on the principles and some ideas of depth integration for financial funds for supporting agriculture in Henan, and proposes the bacic framework to proceed from the rural economy planning to project selection then to financial integration combining the Logical Framework Approach which is used widely in international project planning, in order to enrich and expand the theoretical system of financial support for agriculture,as well as put forward some operational imagines for practical integration of Financial Funds to provide some reference for the experimental work of integration for financial funds for supporting agriculture in Henan and improving the efficiency of the funds.
