Manufacturing Enterprise A(here is abbreviated as Company A)is a listed company and one of the most important military enterprises directly under the SASAC.It is committed to the manufacturing of aero engine and gas turbine parts and components.Foreign trade business is the main pillar industry of the company and also the main sources of profits.Company A also undertakes the tasks of military aero engines' research,development and also manufacturing.After nearly 30 years of foreign trade business development,Company A has cooperated with more than ten excellent oversea enterprises such as GE and RR,the company has achieved great success and growth of its foreign business,meanwhile it has gradually improved its management levels.But it is also because of the rapid growth of foreign trade business of Company A in recent years and the increasing research and manufacturing military tasks,the focus of work has shifted more to how to complete various delivery tasks,while ignoring effective cost management.The company's current cost management is also quite rough,cost awareness is weak,the whole cost management system is not perfect enough.Currently,Company as is faced with increasingly fierce global competition and escalating Sino-US trade war,in order to maintain the healthy development of foreign trade business,great efforts must be made in cost management.X project is the biggest opportunity for Company A to increase its market share in the next few years,so Company A needs to take effective cost management measures in X project cost management to ensure the smooth implementation of X project while maximizing the project profits.Also strengthen Company A's competition in the international market.On this basis,more scientific and advanced cost management system and methods to be implemented in other project management of Company A.Firstly,this paper elaborates general introduction of X project and its cost management.Through a detailed analysis of the current situation of the cost management of X project in Company A,it is found that there are some problems,such as lack of all processes cost management,lack of all factors cost management,lack of all staff cost management and lack of effective organization and procedures of cost management.Combining with the related theories and methods of project management,project cost management and total cost management,taking the cost management of X project as the research object,and propose "all processes,all factors and allstaff" also namely total cost management for X project.This paper integrates all factors cost management into all processes cost management,and puts forward specific measures for the cost management of X project in the start-up stage,production preparation stage,production and manufacturing stage and after-sales service stage.At the same time,in order to improve the cost management consciousness and enthusiasm of the project participants,the paper puts forward the measures of improving the cost management consciousness of all staff,strengthening the training of all staff cost management and establishing a sound cost management assessment mechanism.Finally,the implementation steps and safeguard measures of total cost management of X project are elaborated in details,and a set of total cost management scheme suitable for X proj ect is designed.The system and method of total cost management proposed in this paper can effectively improve cost management level of X project,promote the effective implementation of company A's cost management,and have certain reference significance for other foreign trade projects of company A.
