Government Investment Project Cost Management Study

This thesis aims at the pre-cost management of government investing project. The research period is defined to the early period of construction, for some relevant literature indicates that the pre-project, which includes the decision-making stage, the design stage and the construction bidding stage, etc, is the most crucial one in construction cost management. Although the cost of pre-project is only a small proportion of the entire project cost, its degree of influence on the construction cost accounts for more than 75%～80%.In view of the special feature of government investing project and the running feature of political and economic system, the administration pattern of government investing project is a constantly changing and evolving process, so that the cost management of government investing project becomes perfect in this changing and evolving process. Therefore this composition first made an empirical analysis and research on the administration pattern of government investing project in our country.Total cost management, an advanced theoretical system, undoubtedly becomes the basic theory and guiding ideology of my research. Although total cost management is an advanced administration theory consistent with nowadays informational society. The recent research, the bulk of total cost management still stays on the level of exploring the administration concepts and pure theory, failing to make the methodology of government investing project systematic and scientific. As a result, the research and establishment of a complete set of the pre-cost management methodology of government investing project is the main purpose of this paper. Therefore, this paper will set the methodology of total cost management as the theoretical foundation and then explore the administration method of government investing project in different stages of decision-making, the design and the construction bidding.Simultaneously, owing to the unique nature and source of funds of government investing projects, it has more severe management procedures than non-government investing projects, including strict project examination and approval system, the procurement system, project evaluation system, project management system and so on. Therefore, these unique institutionalized approaches also constitute the main element of cost management. Based on this understanding, this paper will explore the specific cost management techniques and ways of integration and consolidation of government investing project from multiple angles, and then put forward the reform proposals of government investing project cost management from a broader and deeper perspective, in the expectation of providing the government investing project with theoretical and practical guidance.
