With the strategic operation and normal growth of the enterprise,the number of subordinate divisions or branches of the enterprise will also be on the rise,and the group's management of subordinate organizations will also be complicated.Similarly,in addition to the original human resources department of the enterprise group,each subsidiary company of the enterprise group will set up its own human resources department,or the acquired branch company will also has its own human resources department.Therefore,the high cost of human resources and the lack of controllability make it difficult for the group to supervise and guide its subordinate enterprises to carry out human resources management activities,which is why the group's human resources management is often unsatisfactory.On the other hand,as the internal and external environment of the group is in constant development and change,the development speed of the group's human resources department is too slow.The undesirable phenomenon in human resource management shows that it is very necessary for the group to improve the organizational structure of human resource department.David Ulrich officially launched in the late 20 s model of the "three pillars" of human resources theory,the model emphasizes the transactional regular work in accordance with the standards of regional focus on management,at the same time to form a special team composed of a number of experts shall be carried out in accordance with the relevant policy system specification and process design,combined with the human resource management department and other departments and the cooperation between the departments the real operating situation,formulate the corresponding human resources management goal,closely linked to the configuration of business partners to eventually help each department to realize personnel management and operation and management goals.The emergence of this mode has transformed the functions of human resource management departments in western countries from focusing on traditional transactional management of human resources to corporate strategic partners.Therefore,it is necessary for us to deeply study how to apply this mode in human resource management of enterprise groups in China,so as to improve the organizational structure of human resource department and give full play to the role of human resource management.Taking X education group as an example,this thesis analyzes the problems and countermeasures of human resource management organizational improvement in traditional education enterprises under the new situation of collectivistic operation,and proposes to ensure the strategic position of human resource management in enterprise operation in the process of organizational improvement.This thesis is a practical application one,which takes X education group's human resources department organization structure to improve the study as the main line,according to the principle of organizational structure design and the theory of the three pillars of human resources and strategic human resources management,will be a combination of theoretical analysis and practical situation in organization,so as to improve HR organization structure in X education group.Then analysis the function design,power distribution,information flow and the process design.As a result,the human resources department came out from the heavy repetitive transactional work,which is no longer just for setting and to perform the duties of the administrative order,but rather are endowed with four kinds of roles,which are strategic partners,expert consultants,employee service providers and innovation promoters.
