Non-tariff barriers are along with tariff barriers through the long development of international trade,however,trade liberalization results in the receding role of traditional trade barriers,and Technical Barriers to Trade(TBT)is now becoming a particularly important influence on trade.In agricultural trade,much higher technical standards and food safety requirements exit due to the uniqueness of agriculture.Many countries,especially developed ones,are setting up more and more complicated changeable TBT including Sanitary and phytosanitary Measures(SPS).As a giant agricultural exporter,China is seriously blocked in agricultural export with its expanding agricultural trade deficit.Consequently say,researching how TBT affects China’s agricultural exports is extremely significant both theoretically and practically.This thesis includes the following six chapters.Chapter one is the introduction section which describes the research significance and background.Based on a review of related literature,this section summarizes the major achievements and shortcomings of previous studies and provides a brief introduction of research content,structure,methods as well as innovative points.Chapter two mainly introduces related theories of the cause and effect of TBT after making a definition of its concept.Chapter three first presents the current situation of China’s export of agricultural products,then demonstrates a brief introduction on TBT systems of main developed countries and their implementation features.Chapter four is about mechanism analysis on TBT formation and effect.This section analyzes how TBT influences China’s export of agricultural products based on short-term negative effect and long-term positive effect.Chapter five is about empirical analysis.Grounded in a general regression model and an extension of gravity model,this section analyzes the general effect of TBT(Including TBT and SPS)and separate effect of TBT/SPS,looking into how TBT imposed by America,Japan and EU affects China’s agricultural exports from both long-term and short-term effect.Then it comes to the conclusion that empirical results are consistent with the theoretical ones and SPS’s effect is much stronger than TBT’s.At last,chapter six provides several related countermeasures to deal with TBT effect.Based on all the analysis above,this section suggests that countermeasures against TBT are as follows: First,integrating strengths and resources of government,industry association and enterprises;Second,reducing and eliminating TBT short-term negative effect,meanwhile,making proper use of long-term positive effect;Finally,fully understanding TBT related information and having a good command of it promptly.
