Performance appraisal is an important means to boost the organizational performance improvement of enterprises,meanwhile it is an important management problem faced by enterprises in a period of fast development.With the advent of the era of knowledge-based economy,the competition of talents between enterprises is intensifying,and maximizing enterprise talents utility is an important practical issue for business human resources.All these reflect the need for continuous improvement and optimization in the matter of corporate performance appraisal.Changsha Urban Planning Information Technology Limited Company is an urban construction information technology enterprise that has been transformed from Government-affiliated institutions.As this company has developed rapidly,business scope has extended to planning,land,residential construction,and its talent scale has expanded thereupon.Still,the original performance appraisal system has seriously affected the efficiency of enterprise management.Due to this,the organizational performance of the company has declined in recent years.So it is necessary to discuss the reasons for the negligible effect of the performance appraisal from the aspects of management,mechanism and means to find the solution.Through the anonymous questionnaire survey within the Changsha Urban Planning Information Technology Limited Company and talking with the company's mid and senior level managers,it was found that Changsha Urban Planning Information Technology Limited Company has its disadvantages in performance appraisal awareness,indicator system,training feedback and results application,these questions caused a low recognition for the company's performance appraisal in both employees and management.The problems in the performance appraisal of Changsha Urban Planning Information Technology Limited Company should be managed and improved technically as a whole,and the participation and recognition of employees should also be advanced.The paper points out some specific measures: According to the comprehensive application of Balanced Score Card Method(BSC),Key Success Factors Method(KFS),Management by Objectives Method(MBO),Key Performance Indicator(KPI)and Key Success Factors(KSF),a new model and system that based on the classification of business types is established.Seeking to be objective and rigorous and establish the most appropriate performance appraisal system for the company,a performance appraisal support system was constructed with the information technology strength of Changsha Urban Planning Information Technology Limited Company to evaluate the performance of departments from multiple dimensions.The reason for Changsha Urban Planning Information Limited Company to optimize its performance appraisal program is to improve the company's organizational performance,promote employee growth,and solve the problem of low management efficiency,low departmental cooperation and low employee participation.The case study of performance appraisal of Changsha Urban Planning Information Technology Limited Company also has certain reference significance for the research of performance appraisal theory and the improvement of other similar enterprises' performance.
