Research On Risk Control Of Land Circulation Of New Agricultural Business Entities In Jilin Province

New-type professional farmers shoulder the important task of China 's agricultural development.In recent years,with the acceleration of urban-rural integration and the vigorous development of modern agriculture,Jilin Province has established family farms,professional large households,farmers 'professional cooperatives,and agriculture on the basis of traditional family management.New-type agricultural business entities such as enterprises are actively developing,and various types of new agricultural business entities play an important role in leading structural reforms on the agricultural supply side,optimizing agricultural production factors,and upgrading scale management levels,and are important forces for accelerating agricultural modernization.Land is the foundation of agricultural management and production.Large-scale operation cannot be separated from the circulation of land.Especially with the acceleration of industrialization and urbanization,a large number of rural young and old laborers are pouring into cities.The problem of "who will grow land" urgently needs to be resolved.The needs of land for the development of agricultural business entities can effectively solve the above problems.However,China's land circulation system is not perfect,and land circulation inevitably involves risks.A series of problems,such as the fact that some older farmers are not willing to transfer,farmers have too high expectations for land,and can be scattered into the land fragmented,seriously hinder the efficiency of large-scale land management of new agricultural business entities.How to avoid the risks in land circulation is of great significance for the new type of agricultural management to reduce losses.Based on this background,this paper takes Jilin Province as the main research object,conducts field investigation,questionnaire survey,and researches the land transfer risk of new agricultural business entities in Jilin Province through a combination of qualitative analysis and quantitative analysis.The article first clarifies the relevant concepts of new agricultural business entities and land circulation,uses risk management theory,combined with the survey data of 226 new agricultural business entities in Jilin Province,understands the development status of different types of new agricultural business entities,and comprehensively understands the new agricultural The specific situation and development status of the land circulation of business entities divides the land circulation risks of new agricultural business entities into five aspects,namely natural risk,business risk,management risk,cost risk and social risk.Use factor analysis method to measure the land circulation risks of new agricultural business entities in Jilin Province,and put forward countermeasures and suggestions for risk prevention for key risks,guide new agricultural business entities to give full play to their advantages,carry out large-scale operations,and promote better China's agricultural modernization development.Based on the results of the research,the following suggestions are put forward for the prevention of land circulation risks of new agricultural business entities: 1.Strengthen the construction of farmland infrastructure,improve the ability to resist natural risks,2.Improve the agricultural insurance system and expand the scope of insurance coverage.3.Create a brand and establish an evaluation and evaluation incentive system.4.Extend the deep processing industry chain,enhance the economic added value of products,and enhance market adaptability.5.Develop diversified management and promote the income growth of new agricultural management entities.6.Actively play a guiding role to establish a benign interaction between the main bodies of new-type agricultural management.7.Strengthen the cultivation of new agricultural management entities,strengthen the new-type agricultural management personnel,and improve the management level of new agricultural management entities.8.Improve the land circulation mechanism and create a circulation cooperation platform to protect the legitimate rights and interests of both parties in land circulation.9.Establish a benefit-sharing mechanism to guide farmers to choose different management methods.Give full play to the role of large-scale management of new agricultural business entities in the development of China's agricultural modernization.
