In recent years,influenced by the sustained slowdown in the global economic growth,China's economy has entered a new normal phase.Faced with the contradiction between weak demand and overcapacity presented at this stage,the traditional mode of development dominated by factor investment is unsustainable.In order to effectively promote the steady growth of the national economy,the state has successively proposed to deepen the reform of science and technology system and implement innovation-driven Development strategy and many other science and technology policies aimed at fully mobilizing science and technology as the primary productive force to promote the role of creating a new engine of economic growth and achieve sustainable and healthy development of the national economy.As a big coastal economic province,Shandong Province,due to its environmental pollution,increased resource constraints,low contribution rate of science and technology progress and overcapacity,have seriously hampered thesustainable development of the province's economy.Under this dual background,it is imperative to explore and establish a new mode of economic growth led by progress in science and technology,and promote the coordinated development of science and technology and economic growth.Based on the connotation of the harmonious development between science and technology and economic growth,combined with the theory of new economic growth,the theory of system dynamics and the theory of coordinated development,this paper starts from the reality of scientific and technological progress and economic growth in Shandong Province and builds the scientific and technological progress and economy in Shandong Province Increase the evaluation model of coordinated development,and analyze the existing problems in the coordinated development between scientific and technological progress and economic growth in Shandong Province.On this basis,we further build the SD model of the coordinated development of science and technology and economic growth in Shandong Province.Through the simulation and coordination calculation of five scenarios,the optimal path to promote the coordinated development of science and technology and economic growth in Shandong Province is defined.On this basis,four countermeasures are Optimizing the investment structure of R&D,widen the channel of talents drainage,adjust and optimize the industrial structure and strengthen the consciousness of scientific and technological innovation.
