Study Between Science And Technology Progress And The County Economic Growth

County economy is a kind of an independent geographical economy which takes county administrative division as the geographical space,takes the county government as the controlling body,optimize the allocation of resources guided by the market,has geographical features and complete functionality.County economy is the basic unit of China’s national economy,but also an important link between the urban and rural civilization and communication between city and countryside.The development of county economy is the key way to solve the "Three rural problems",break the fundamental way of China’s urban and rural economy system,realize the balanced development of urban and rural areas.According to the modern economic growth theory,the progress of science and technology is described as the most important factor to promote economic growth in long-term.Therefor,it is of great significance in both theoretical and practical area to study the relationship between science and technology and the economic growth,making full use of the role of science and technology played in supporting the county economy.As the development of Huaining county economy is more representative in Anhui Province,we choose Huaining to be the sample to study the relationship between technological progress and the growth of the county economy.This paper briefly summarizes the theoretical research on the relationship between the country economy and technology.We confirm the important contribution of these theories on making people to form a correct understanding of the relationship between the (county)economy and technology,measuring and analysis on the progress of science and technology and the (county)economy,guiding the real economy to realize growth.At the same time,we pointed out the deficiency of these theories,namery,the assumptions of the existed theories are too harsh to provide enough support for the economy growth of the very city and county.Considering the availability of data and the practical operation of he model,this paper choose the improved simple-formed Solow’s equation to measure the rate of Huaining’s technology progress contributed to its economy growth distinguished into industrial economy and agriculture economy, using the statistical data during1999-2012in Huaining county.The result shows us:the contribution rate of Huaining’s technology made in its industrial economy is21.26%,while the contribution rate of Huaining’s capital made in its industrial economy is50.68%and labor28.06%; the contribution rate of Huaining’s technology made in its agricultural economy is35.88%,while the contribution rate of Huaining’s capital made in its agricultural economy is53.97%and the labor10.15%.This show us that Huaining’s economic growth belongs to the input-driving model.,technology do just a little in making contribution to Huaining’s economy growth,and Huaining’s economic growth quality is not very high.According to the Huaining county economic development and scientific and technological progress status, further analysis the regression results, we find out the cause of low technology contribution rate:the lack of investment in science and technology by both enterprises and the government, problems of agricultural science and technology extension system. The government has not paid enough attention to science and technology,resulting in Huaining’s level of the proportion of the three technology funds in the county’s financial expenditure lower than the average level of China,Huaining has not enough money to rebuild the agriculture science and technology extension system, nor does bring the enthusiasm of enterprises in technological innovation,and therefor can not play a role in promoting scientific and technological progress to economic development.Then.according to the real situation of Huaining county,1put forward a series of political suggestions,such as building perfect modern agriculture technology extension system,guiding enterprises improving there capability of independent innovation,hoping to provide some theoretical support to the county economic development for Huaining.
