Science and technology is the basic driving force of the development of social economy, which, in return, has a decisive effect on the generation and progress of science and technology. The progress of sci-tech and social economy is a mutually improved and interdependent one. At present, China has stepped into a crucial era when sci-tech is playing a leading role in economic growth. With such background, conscientiously study on the theory, system, evaluation and related policy of the correlativity of sci-tech progress and economic growth is of crucial significance in deep cognition and direction to sci-tech progress and economic growth in our country. This paper focuses on the theory, system, simulation, evaluation and empirical study, and makes obviously innovations on the following aspects.In this paper, author establishes a system of sci-tech progress and social economic growth and a system dynamic model of them. The sci-tech progress and social economic growth system is a complex and multi-feedback one, which is made of sci-tech subsystem, economic growth subsystem and social development subsystem. The statement and operating mechanism of it mainly depends on the predominant loop, whose main feedback loop brings about the outcomes through inter-coupling function. By studying how the feedback loop functions and the current state of variables in this system, author figures out the crucial section which determines sci-tech progress and social economic growth, and finally realizes regional sustainable development through regulation and control of the key variables in such a system. Besides, a system dynamic simulation model of sci-tech progress and social economic growth is established in this paper. With computer assistant simulation, we would be able to offer a basis for policy-making on sci-tech progress and social economic growth.In this paper, author also establishes a framework of theoretical analysis on the correlativity of sci-tech progress and economic growth. On the basis of deep study on economy theory, innovation theory, theory of sustainable development, system theory, technology theory and so on, author discusses the correlativity of sci-tech progress and economic growth from many aspects like connotation, operation platform, guarantee system, operation mechanism and development path. This provides us with a theoretical support for further researches on the correlativity of sci-tech progress and economic growth.This paper further covers simulation analysis and empirical researches on sci-tech progress and economic growth system. By applying simulation model of sci-tech progress and social economic growth system and computer assistant simulation method, author carries out a simulation research on Shandong Province's sci-tech progress and social economic growth system, and makes a forecast on the future development trend, which leads to a conclusion of important reference value.As a result of the above empirical research, author analyses the present state of sci-tech input and economic growth system of Shandong Province, explores the overall ideas on how to improve the science and technology of Shandong Province, and ultimately brings about the strategy for sci-tech development and economic growth in Shandong Province. The conclusion of this analysis is of important reference value, not only to Shandong Province's sustainable development, but also to many other regions in China. |
