The merge of national and local taxes has brought opportunities,but also posed new challenges to the optimization of present performance management.However,the damage of original performance management model of RH Tax Bureau has gradually emerged.Studying the optimization model will help to reduce administrative costs,improve the efficiency and create a fair economic environment.Based on the theory and practice of performance management,this paper studies the related theories of target management,strategic orientation,incentive model and information system,etc.Combined with the reality of RH Taxation Bureau,using the method of literature analysis and questionnaire,it deeply analyses the relationship between the problem and original performance management model.Therefore,the optimization of self-performance tax performance management model by RH Taxation Bureau is discussed,which takes the regulations of the General Administration as the core,optimizes the organizational structure comprehensively,makes full use of information resources,and opens up various dynamic working channels such as strategic orientation,cultural support,process operation and joint participation.Build a modern performance management system in line with "PDCA".At the same time,strengthen the ability of data collection and analysis effectively reduce the operating cost of performance management.The "self-performance" proposed will help RH Taxation Bureau to improve the performance evaluation process actively and systematically,and providing some reference for the optimization of performance management in other departments.
