Study On Effect Evaluation Of Homestay Supporting Policies In Dongtou District,Wenzhou

With the rapid development of the current social economy,the tourism industry is developing rapidly and strongly.As an important part of the tourism development in Dongtou District of Wenzhou City,the Dongtou District B&B in Wenzhou City has shown rapid growth.The general goal of the standardized,characteristic and large-scale development of the B&B in Dongtou District of Wenzhou City has continued to increase.The support of the hotel and the policy services,the introduction of relevant documents and the development of a series of supervision,protection and support measures to accelerate the development of the hotel industry in Dongtou District of Wenzhou City,improve the quality of hotel services,and promote the development of the region's tourism.This paper focuses on the research on the implementation effect of the support policy of Dongtou District in Wenzhou City.Through the combing of related literatures and the relevant theories such as the Smith policy implementation model,this paper analyzes the development and problems of the current situation of the B&B in Dongtou District of Wenzhou City.The Analytical Analysis Method(AHP)constructed the evaluation index system for the implementation of the support policy forhousing in Dongtou District of Wenzhou City.There are 4 major projects and 11 indicators.Through questionnaire survey and research interviews with the operators of Dongtou District,Wenzhou City,we can understand the current situation of the operation and evaluate the implementation effect of a series of hotel support policies,and sort out the problems existing in the implementation process of the hotel support policy and analyze the causes.This paper analyzes the characteristics of the new development of the residential development in Dongtou District of Wenzhou City,as well as the implementation status of the housing subsidy,the administrative examination and approval of the B&B,the construction of basic facilities,the construction of smart tourism and the guidance and mutual assistance of industry associations.Through the evaluation of the implementation effect of the support policy,it was found that the operators of the Dongtou District B&B in Wenzhou City were satisfied with the evaluation of the implementation of the support policy of the B&B,and they were satisfied with the policy concept,important tasks and evaluation of the safeguard measures,indicating that the B&B operators expressed these aspects.The overall situation is acceptable,but it still does not meet the satisfactory standards.The degree of perfection of the information feedback mechanism,the degree of perfection of the policy content,and the stability of the investment of people and property are theaspects of the relatively low satisfaction of the hotel operators in the implementation of the support policy.The main reason is that the policy body lacks a long-term evaluation and monitoring system and executive body.The overall planning is not smooth,the policy target people operate the B&B has low management ability and the policy awareness is weak,and the policy implementation of the external environment has a shrinking sign of the talent team.Based on the analysis of the reasons for the problems in the implementation of the support policy of the hotel,the countermeasures for optimizing the implementation effect of the support policy of the Dongtou District in Wenzhou City are proposed,including: in terms of the main body of the policy,improving the introduction and training mechanism of the property industry,information feedback mechanism,and existing Supporting the supervision and evaluation mechanism of the policy and the support policies for the support of the hotel;in terms of the main body of implementation,it is recommended that the competent departments of the hotel industry and related departments increase the number of key personnel and deepen the current multi-sector coordination linkage mechanism;In terms of the target group,it is recommended to improve the building capacity of the hotel and the management level of the hotel;in terms of the external environment for policy implementation,it is recommended to set up incentive incentive funds,enhance theentrepreneurial enthusiasm of the B&B operators and deepen the development of supporting facilities and related products.
