Amoeba Management Model Design Of DS Telecom In Town Operators

Conforming to the development trend of telecommunication industry,China Telecom put forward the strategic goal of intelligent information service operators.Achieving the goal of transformation,China Telecom began to draw on the experience of Amoeba Operating Model,starting in 2013.The top-down innovative reform initially established,constructed a five-level responsibility system for provinces,cities,counties,towns and teams.DS Telecom belongs to the fourth contracting unit.There are some problems in its daily operation,such as slow market response,high operation cost,weak management consciousness and insufficient incentives for assessment.In order to solve the existing problems and make DS Telecom transition to Amoeba Operating Model smoothly,starting from the enterprise structure and daily operation,this paper analyses the problems and the possible impact of Amoeba Operating Model,and explains the management system of Amoeba Operating Model which cannot be borrowed directly,designs the reform plan and supporting safeguard measures of DS Telecom,and simply compares the business situation before and after the reform.This paper will use "Three Steps" approach to post the problem,analyze and solve the problem,designing a management system of Amoeba Operating Model suitable for town Telecom.It also points out that the assessment method of Amoeba contribution alone cannot motivate employees in DS Telecom.At the same time,it is preliminarily verified that the internal market of Amoeba Operating Model can be replaced by inverted triangle support to achieve rapid response to the market.
