General aviation is refers to the business except public air transport,engaged in civilian areas of agriculture,industry,forestry,tourism,construction,transportation and other civil aviation flight operation,its business model is extensive,including the air detection,aviation meteorological disaster relief and emergency medical aid,aviation flight training,and various forms of flight activities such as aviation rodeo.With the development of China's economy and society,the importance of general aviation industry has been taken seriously by the state,civil aviation administration and local governments.General aviation has a long industrial chain and diversified business forms.Its healthy development can promote the adjustment of national industrial structure and the coordinated development of different regions,which is an important part of the aviation sector in the construction of modern transportation system in China.In recent years,the reform policy and the development of general aviation planning are introduced,but the whole industry in our country is still in the exploring stage of development,there is no mature model can guide,fully understand the current status of China's general aviation market and demand,reform and development of grasping the opportunity,find ways to conform to the development of their own conditions,is the major issues of the general aviation enterprises are facing at present.Based on the most representative of the general aviation industry in Gansu province,Gansu General Aviation Industry Investment Company Limited as the research object,first of all,using PEST model analysis enterprise external macro environment,the analysis summarizes the general aviation industry development situation and market status,on the basis of the enterprise's competition environment analysis using porter's five model,clear enterprise in the competitive environment inthe northwest region,thus system about enterprise development facing opportunities and threats in the external environment.Secondly,through the analysis of the enterprise's current organizational structure,operating conditions,human resources,industrial development,and technical capabilities,the advantages and disadvantages in the internal environment of enterprise development are summarized.Based on the analysis of the external and internal environment of the development of Gansu general aviation industry investment co.LTD,the external factor evaluation matrix and internal factor evaluation matrix were used to quantitatively evaluate the development environment.Then,the SWOT matrix is used to summarize the opportunities,threats,advantages and disadvantages of the development of Gansu general aviation industry investment co.LTD.After analysis,the alternative strategies for the development of the enterprise are obtained.Then according to the enterprise's development vision and goals,the alternative strategies are screened,and finally the development strategy that conforms to the enterprise itself is formulated.Finally,in order to ensure the smooth implementation of the development strategy,three stages are formulated to promote the specific implementation of the strategy based on the characteristics of the industry and the current development situation of the enterprise,and the realization of strategic objectives is guaranteed through the improvement and perfection of corporate governance,organizational structure and strategic leadership.In this paper,using a variety of strategic analysis tools,general aviation industry data and information collection,to carry out the qualitative and quantitative analysis of research from multiple angles,through the systematic analysis of Gansu general aviation investment company development strategy,some the common problems facing the industry,hope some analysis method and conclusion of this paper for relevant enterprises in the process of making development strategy has some reference value.
