Research On Commercial Registration System Problems And Solutions

Since China implemented the reform and opening up policies in1980s,Zhejiang's market economy has developed very rapidly,numerous market entities have emerged and acted lively.As a famous hometown of overseas Chinese in Zhejiang Province,Wencheng County has always been paying attention to the local economic development.Commercial registration is the first step the enterprises take when they enter the market,and it's also a powerful administration tool to manage the market.So accelerating the reform of commercial registration system and fixing up the loopholes of commercial registration system means a great deal on Wencheng's economic development.The current commercial registration system have a lot of problems,including high threshold,complicated procedures,difficult registration and rigid dealing process,etc.Implementing commercial registration system reform is beneficial to enterprises'easier access to the market,to motivate the vigor of the market and optimize the allocation of social resources.Meanwhile the reform of commercial registration system is also a significant part of the administrative approval system reform.Speeding up the process of the reform of commercial registration system helps to adjust the relations among market,government and society.It also helps to accelerate transforming the government functions,so as to service better to the socialistic market economy.Since the decision made on the Third Plenary Session of the 18~thh CPC Central Committee to implement the reform of commercial registration system,Wencheng has made several movements:1,Promoting the facilitation of commercial registration;2,Implementing the policy of integrating multiple certifications and licenses into one consolidated business license;3,Implementing the policy of“licence first,operating permit second”4,Perfecting the mechanism of enterprises exit;5,Change the commercial annual inspection system into the commercial annual report system.As the reform develops,the number of the market entities have grown rapidly,the enthusiasm of entrepreneurship has soared and the economy has kept prospered.At the same time the reform has accelerated Wencheng's industrial upgrading and boosted the development of the tertiary industry.The reform pushed the government to simplify the approval processes,to clarify the responsibilities among different departments,to transfer itself into a high efficiency and service-oriented government.Yet in the process of reform,some obvious problems have appeared:1,The greater risk of transaction on the market;2,The lack of regulatory authorities'supervision;3,The deficiency of information sharing among different government departments;4,The imperfection of enterprise credibility system.This thesis borrowed the experiences of domestic and overseas advanced practice,combined with the writer's practical experiences,to propose the solutions of filling in the loopholes of the commercial registration system.The thesis came up with the following solutions:1,To enhance the guidance and to extend the publicity of the reform;2,To improve laws and regulations related with commercial registration;3,To reinforce the supervision of regulatory authorities;4,To create a platform for sharing information among governmental departments;5,To perfect the enterprise credibility supervision system.
