A Study On The Reform Of Industrial And Commercial Registration System Oriented By "License Granted Before Getting Permit" In Hainan Province

The industrial and commercial registration system is the basic system of government service and management of economic society.The handling of the relationship between"permit" and "license" is the focal point of the previous reform of the registration system,and the primary issue that the business administration system must solve,which is of great significance to the reform process.This paper summarizes the key and difficult problems since the reform of business registration system of "license granted before getting permit"was implemented in 2013,and provides ideas for the further reform of registration system of "license before license" in Hainan province.This paper is divided into seven chapters,including introduction,five chapters and conclusion.The introduction tells the background,the significance and the method of study,describes the mean content and the framework of the paper,and sums up the major problems that have been solved and the innovation.The first part summarizes several public management theories in this paper,including "reshaping government","market failure","government failure" and "small government doctrine",and expounds the literature review.The second chapter expounds the several concept in industrial and commercial registration system reform:"according to the first card" after "photos" after the first,the basic concept of the administrative examination and approval system reform,the development of the industrial and commercial registration system reform in our country,problems,and promoting "as before the" meaning and goal of the reform.Chapter 3 is the process of Hainan's reform of the "license first,license later" registration system and its periodic results.It expounds the development process of Hainan's reform of the "license first,license later"registration system,and reflects on the early reform.It summarizes the achievements of Hainan's reform of the "license first,license later" registration system at the present stage.The fourth chapter analyzes the obstacles of implementing the business registration system in Hainan.The fifth chapter puts forward the ideas of Hainan to further comprehensively carry out the reform of "license granted before getting permit" registration system.By using the methods of empirical analysis,case analysis,comparative analysis and countermeasure analysis,the paper analyzes various problems existing in the practice of implementing the reform of the industrial and commercial registration system in Hainan province,and puts forward the idea of carrying out the reform comprehensively in the next step,so as to effectively improve the effectiveness of the reform.
