Problems And Countermeasures In The Construction Of Demand-oriented Rural Elderly Care Services

With the deepening of reforms and economic and social development,the main contradiction in Chinese society in the field of old-age care has been manifested as the contradiction between the elderly's increasing demand for old-age care services and the inadequate and inaccurate supply of old-age care services.The urban-rural dualistic social system has led to an extremely imbalanced rural-urban care service.Rural pensions have fallen behind due to long-term failure to receive the country's due attention,and are in a state of severely inadequate supply of pension services.In recent years,the party and the state have paid more and more attention to rural pension services.They have repeatedly emphasized the need to transform the pension mode and strengthen the construction of demand-oriented pension services.It is of great theoretical significance and practical value to study the problems and countermeasures of the demand-oriented rural elderly care service construction.In this paper,X Village in Xiaocheng District,Hangzhou City is taken as an example to conduct an empirical study on the construction of demand-oriented rural elderly care services.The aged care services in X Village have gone through three stages: family-based aged care,surviving aged care,reform of aged care services,and multiple development of aged care services.At present,the old-age care services in X Village are basically dominated by home-based care services,home-based care services are developing rapidly,community-based care services are synergistic,and institutional care services are complementary.It presents important features such as low level and slow development of elderly care services,tending to professionalization of elderly care services,complex elderly care services,and policy-oriented elderly care services.Although some achievements have been made in the construction of old-age services,there are still contradictions between supply and demand.The main manifestations are the contradiction between the increasing demand for old-age services and the relatively limited supply of old-age services,and the contradiction between the demand for complex and diverse old-age services and the deadly single supply ofold-age services.The main reasons for these contradictions are: the inducement of economic and social development,the influence of the rural pension service tradition,and the constraints of the urban and rural dual pension service system.Therefore,it is particularly important to implement demand-oriented pension services in rural China,and to create feasible conditions in terms of policy,economy,manpower,and ideas.Based on the above,several countermeasures have been proposed from the aspects of building a demand-oriented rural pension service system,changing the supply and demand relationship of rural pension services,strengthening the capacity building of rural pension services,and innovating rural pension service methods.
