Research On The Innovation And Practice Of Hubei Agricultural Development Banks’ Loans To Shanty Towns By Self-Supporting Model

The transformation of urban shantytowns is a large-scale reconstruction of dangerous old housing in cities with excessive population density.The houses are usually inconsistent with modern urban construction and lack perfect public service facilities.Without scientific layout,their public environment is very poor and there are many hidden risks.The self-management shed reform mode is Distinguished from government purchase and PPP model.According to the principle of market-oriented operation,the accreted borrower will undertake the demolition compensation,resettlement housing raising and infrastructure construction,and repay the loan through comprehensive management profit,project profit and so on.Adopting the self-management mode in the shed reform project can solve the fund raising problem through many channels and make the project sustainable.However,how to apply this mode in China properly and conduct it in a strategic and systematic way are still a big problem.In recent years,the Hubei Branch of Agricultural Bank of China adhere to the national strategy of keeping serving the country,deepening the cooperation between government and bank,strengthening the professional advantage to make full use of the PSL loan interest rate preference and the key construction fund to deploy the two major policies,actively support the key areas livelihood construction,and fully promotes the development of credit business in shantytowns.From this angle,and the policy advantages of the Agricultural Bank of China have been fully demonstrated.This paper firstly makes a systematic introduction of the shed reform loan model,and make preparation with government purchase model,PPP model and self-management model.Secondly,it will deeply analyze the the existing problems in the shed reform loan and challenges the loan model are facing.At last,it will discuss the loan innovation of the self-employed mode of shed reform.At the moment,the biggest challenge is how to raise funds to accelerate the process of shed reform.This paper will provide the basis of innovation by making analysis of self-management mode practice in city A and city B.The research results of this paper can provide a valuable reference to improving the traditional ways and management modes in shantytown projects.It also has some significance to improving operation efficiency and reducing risk.
