The Present Situation And A Study Of Agricultural Development Bank Of China Supporting The Construction Of Agricultural Infrastructure

The construction of agricultural and its infrastructure is the foundation of the construction of socialist new rural area, to promote further agricultural production, it is also the generic term which provides public service to ensure the living standards of farmers. Agriculture is the important foundations of the national economy while the construction of agricultural and its infrastructure is the carrier of agriculture production and the living standards of farmers. There is a whole scientific system to build the socialist new rural area. The construction of agricultural infrastructure is not only the goal of this system, and also the means to realize. The infrastructure is the important factor of agricultural and even the whole national economy performance. It occupies an important place in, developing socialism with Chinese characteristics.Since reforming and opening, our urban-rural economy develops rapidly, but the difference of economic development between them still exits. The urban economy develops much more than the rural and the western is far behind other areas, especially in the infrastructure construction. Urban or developed area is equipped with all kinds of infrastructure, which meets the needs of residents to product, and also guarantees the economic development of the whole area. But in the rural grass-roots or undeveloped west areas, the residents there suffer the problems because of lack of infrastructure construction. The imperfect infrastructure construction seriously affects the living standard of residents, and also impedes the rural economic development, which widens the gap with the urban residents. However, the construction of agricultural infrastructure needs the government support and also a big injection of capital. Currently the main reason of infrastructure construction stagnated in some areas is lack of fund or capital chain rupture. Therefore, the study of financial institution to support agriculture infrastructure construction is meaningful, which can further improve the building of socialist new rural area, minimize the difference between urban and rural and also solve the issues of agriculture, farmer and rural area.So in order to improve our national economy, the contribution of agriculture is demanded due to its importance, its role in the national economy, the step we are now in to protect agriculture, and also its characteristic and risk or our special national conditions. Presently, the issues of agriculture, farmer and rural area hinder the harmonious and stable development of our country. Without government support, it is impossible to solve the agriculture problem that we are facing now.Because the agriculture problem is very complex, it covers a wide range, and there is difference between areas, it is difficult to describe very detail. This paper takes China agricultural development bank N branch as an example to study the policy-oriented finance support for the construction of agricultural infrastructure. And through the rural road-bridge project, land consolidation project and housing construction project of China agricultural development bank N branch to analyze the effect, problem and economy benefit of the policy-oriented finance support for the construction of agricultural infrastructure. The policy suggestion to improve the policy-oriented finance support is proposed based on the findings.
