Project cost management is the important part of project management which goesthrough all project life cycle.Project cost management is to use standard measures to control and coordinate the project related cost with the balance of project quality and time schedule. To compare the project of refractory industry with normal standard project,it was strictly affected by uncontrolled geographic factors, complex process status, bad constructioncondition and long construction period. As the owner of the project,to fulfill the economical investment payback, project owner should update with cost management concept and protocol and improve the cost management mode especially when the project is affected by uncontrolled external factors, this will help to reduce the cost and save the investment. This paper will be studied from the owner's perspective, using theoretical research, actual project situation analysis, research countermeasures and solutions as the research framework.Firstly,we use the method of literature survey to consult large numbers of information about cost management at home and abroad and study the development of cost management.Secondly, according to the actual case, the cost management problems of D project of R company in different project cycles are analyzed in detail. Finally, according to the concept of cost management and value engineering,a set of solutions for project D is proposed, and the problems are optimized. This paper will take the actual engineering project as the main body, combining with the standard cost management theory, put forward a set of cost management improvement scheme for Refractory Engineering projects, hoping to provide research support for refractory industry engineering projects in the future.
