Research On The Planning And Management Of Jiangsu Tax-related Big Data Platform Project

With the advent of the era of big data,the concept of “Internet Plus” has been widely used in various industries.In some areas,big data products have been socialized and some phenomenal big data software have appeared,which have changed how people live,communicate,consume,etc.Under the background of "mass entrepreneurship and innovation",the government has further streamlined administration and delegated powers,and the number of newly registered enterprises is geometrically increasing.Facing huge tax management objects,the following problems should be taken into considerations: how to overcome the contradiction between too much work and lack of people;how to strengthen tax management and services;what kind of tax service products taxpayers need;how to further optimize the business environment;how to provide reference data for leadership decision under the support of big data;how to help the development of local economy from the perspective of tax.In this context,the Bureau of State Taxation of Jiangsu Province proposed the aim of tax modernization,the breakthrough of which is to integrate the information in all kinds of tax systems,excavate the value of tax-related big data,construct a tax-related big data platform and deepen its application.Therefore,it is very important and necessary to strengthen project planning and management.The thesis,combined with the previous experience of project management in tax system,analyzes the characteristics of the project and finds out the key content in the project management.Using project management theory to guide the entire process of project management,the points are project scope management,progress management and risk management.Taking the project management of Jiangsu tax-related big data platform as the case,from the perspective of project management,on the one hand,combine the project with the analysis of project requirements,functional framework,scope definition,schedule control,risk control,etc.to ensure the completion of the project with good quality and quantity on time.On the other hand,accumulate experience to improve project management in tax system.The research opens a breakthrough for project management in the whole province's tax information system,improves the “ability of tax data governance”,receives wide acclaim inside and outside the system,gains recognition of the government and improves both taxpayers' compliance and satisfaction.
